About this file
This is a cost proposal document for Invitation for Bid (IFB) No. 26-0027 issued by the California Department of Food and Agriculture (CDFA) for Asian Citrus Psyllid (ACP) treatments in Kings and Tulare Counties. The contract encompasses pesticide application services across three consecutive fiscal years, beginning July 1, 2026, through June 30, 2029, with the first year running from July 1, 2026, to June 30, 2027, and two one-year renewal options for subsequent years. The scope requires bidders to provide foliar and soil application of three primary pesticides: Merit 2F (EPA# 432-1312), Tempo SC Ultra (EPA# 432-1363), and CoreTect (EPA# 432-1457), with Plant Care Advisor (PCA) services available on an hourly basis. Bidders must submit unit pricing for each pesticide product and calculate a fixed cost per gallon that encompasses all costs associated with mixing, loading, and application.
The cost proposal requires bidders to include all labor, equipment, parts, devices, materials, tools, licenses, permits, supervision, inspection, insurance, transportation, travel, and per diem expenses in their per-gallon pricing. Bidders are required to submit pricing for each line item, with failure to provide dollar amounts for any item potentially resulting in bid rejection. A zero dollar amount is interpreted as indicating the bidder will perform services at no cost to the State. No modifications, additions, or alterations to the cost proposal are permitted, including supplemental company quotes or invoices. The contractor must demonstrate stand-by availability of pesticide application equipment, specialized tall-tree access equipment, materials, and personnel to ensure immediate resource availability in Kings and Tulare Counties, with potential extension to additional counties at CDFA's discretion.
