About this opportunity
The California Highway Patrol (CHP) is seeking qualified printing services vendors through Invitation for Bid (IFB) 25C061002 for the production of CHP 215A Assignment of Notice to Appear and CHP 215 Notice to Appear ticket books. The procurement requires printing 240,000 ticket books in four consecutive lots of 60,000 books, with specific delivery deadlines between 2025 and 2027. Bidders must demonstrate at least three consecutive years of experience with large volume printing projects within the past five years. The contract will run from July 1, 2025, through June 30, 2027, contingent upon Department of General Services approval. Strict technical specifications are mandated, including requirements for carbonless paper forms, specific paper weights and colors, perforations, bar coding, stitching, and precise packaging protocols. Bids are due February 28, 2025, by 3:00 PM, with bid opening scheduled for 3:15 PM the same day. Potential bidders can contact Kim Delgadillo from the Research and Planning Section for additional information or to request familiarization with the ticket books.
While Disabled Veteran Business Enterprise (DVBE) participation is waived for this contract, vendors can still receive DVBE incentives ranging from 1-5% based on their level of participation. Small Business preferences of up to 5% are also available. The contract does not appear to have specific set-aside designations limiting participation, but bidders must meet the technical and experience qualifications outlined in the IFB. Contractors must provide proofs within 10 working days and conduct bar code readability testing before full production. Each lot delivery must be packaged in shrink-wrapped bundles of 10 books, with 10 bundles per box, and boxes must be consecutively numbered and labeled with serial number ranges. Although the specific budget range is not explicitly stated, the comprehensive printing requirements and multi-year contract suggest a significant procurement value for the selected vendor.
