About this opportunity

The California Department of Social Services (CDSS) issued Invitation for Bid (IFB) 25-3055 on May 13, 2026, to procure comprehensive security system maintenance services for CDSS facilities statewide. The contractor shall provide preventative maintenance, repair, and related services for five mission-critical security systems operating 24/7/365 at CDSS headquarters in Sacramento and up to 28 additional locations throughout California, including Software House CCURE 9000 Security Management System, exacqVision Network Video Recording System with IP camera network, exacqVision Video wall software, Stopware Corporation PassagePoint Global Visitor Management system, and Orion Entrance Control SpeedGate turnstiles. The contractor must employ at least one primary service technician with current C-Cure 9000 integrator certification and demonstrate a minimum of five years of experience installing and/or maintaining access control systems, and shall provide quarterly software updates and patches with 12-month equipment and workmanship guarantees. Service response times include two-hour telephone and four-hour on-site responses for standard requests during regular business hours (Monday-Friday, 8:00 a.m. to 5:00 p.m., excluding state holidays), with emergency responses to system failures requiring two-hour on-site service. The required pre-bid onsite walkthrough is scheduled for May 18, 2026, at 11:00 a.m. PT at CDSS Headquarters; the written question submittal deadline is May 22, 2026, at 4:00 p.m. PT; bids are due May 27, 2026, at 4:00 p.m. PT via email; and a notice of intent to award is anticipated for May 28, 2026, with a proposed agreement start date of June 10, 2026. Selection shall be made on the basis of the lowest responsive responsible bidder, with tie bids resolved by coin flip.

The contract term extends from June 10, 2026, through June 30, 2028, with the State retaining discretion to add funds or time to complete identified tasks at the originally agreed-upon service rate. The CDSS has waived the Disabled Veteran Business Enterprise (DVBE) Program requirement but includes a DVBE incentive allowing bidders proposing California-certified DVBE participation to receive evaluation adjustments of 3 to 5 percent depending on participation level. Any subcontractor utilized must meet all IFB requisites and may not perform more than 49 percent of required services. Contractor insurance requirements include Commercial General Liability with $1,000,000 per occurrence and $2,000,000 annual aggregate limits, Automobile Liability with $1,000,000 combined single limit per accident, Workers Compensation with Employers Liability limits of $1,000,000, and Professional Liability with $1,000,000 per occurrence and $3,000,000 aggregate. The cost sheet indicates Year One services comprising 50 hours of maintenance and repair and 50 hours of additional services, plus travel costs and fingerprinting fees, with Years Two and Three each containing 500 hours of maintenance and repair and 250 hours of additional services; the maximum contract amount is to be determined (TBD) based on hourly rates specified in the bid. All contractor staff must pass CDSS fingerprinting and background checks prior to work commencement.
