The procurement encompasses preventive maintenance for approximately 40 pieces of sterilization equipment, including autoclaves, glassware washers, and dryers. Bidders must demonstrate three years of verifiable experience in autoclave/steam sterilization maintenance, hold factory training or equivalent manufacturer certifications, and provide documentation of biosafety and infection control practices consistent with CDC guidelines. The bid is due on December 2, 2025, at 3:00 p.m. Pacific Time, with a bid opening on December 3, 2025, at 10:00 a.m. The anticipated contract term runs from January 1, 2026, through December 31, 2028, with potential for a one-year extension or up to 30 percent additional funding.

The contract includes a critical Disabled Veteran Business Enterprise (DVBE) participation requirement, mandating a minimum 3-percent participation from a DVBE-certified prime or subcontractor for all proposers, including out-of-state firms. Failure to meet this requirement will result in a non-responsive bid determination. The maximum budgeted amount for the agreement is $600,000, with all pricing to be submitted on a provided cost worksheet. Contractors must provide commercial general liability insurance of $1,000,000 per occurrence with a $2,000,000 annual aggregate. The agreement requires all-inclusive pricing covering labor, operating expenses, taxes, insurance, overhead, equipment, supplies, annual inflation adjustments, profit margin, software, permits, licenses, and shipping. An additional 10 percent allowance is available for unanticipated tasks, and the State reserves the right to add similar equipment or delete obsolete items through formal amendment. The state will pay applicable sales and use taxes on parts and materials, but not on labor costs.
