About this opportunity
The California Department of Cannabis Control (DCC) is issuing Invitation for Bid (IFB) 25-008 for laboratory instrument calibration services to be performed at the Cannabis Testing Laboratory Branch in Richmond, California. The procurement encompasses annual calibration, preventative maintenance, performance verification, accuracy adjustments, and repair services for laboratory equipment including ASTM Class 1 reference weights (50 milligrams to 500 grams), analytical balances (Mettler Toledo XPR205 and XPE204 models), precision balances (XS1202S), a halogen moisture analyzer (HS153), and 100 single-channel pipettes and 8 multi-channel pipettes from manufacturers including ThermoFisher Scientific, Rainin, Eppendorf, and Fisherbrand. All calibrations must comply with ISO/IEC 17025 accreditation standards with NIST traceability certification and include "As Found" and "As Left" performance measurements, with contractors required to be nationally and globally recognized ISO/IEC 17025 accredited laboratories. Services will be performed during normal business hours (8:00 AM to 5:00 PM PST, Monday through Friday) and the contract term is thirty-six months from August 1, 2026 through June 30, 2029, covering fiscal years 2026-27, 2027-28, and 2028-29. The deadline for written questions is May 26, 2026 at 2:00 PM PST, bid submissions are due June 30, 2026 at 5:00 PM PST, cost proposals will be opened July 1, 2026, and the expected contract start date is August 1, 2026 or upon approval. Bidders must submit detailed cost proposals with all-inclusive unit costs for each service line item encompassing personnel, labor, subcontractors, materials, data packages, taxes, shipping, and all other necessary items, with contract unit prices remaining unchanged throughout the three-year agreement term and automatic extension calculations based on contract unit price multiplied by quantity.
A mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation goal applies, and bidders must meet this requirement to be considered responsive and eligible for award, with a DVBE incentive ranging from 3% to 5% applied to qualifying bids. The award will be made to the lowest responsive and responsible bid using a "Best Value" methodology. Contractors must comply with all applicable California labor codes and maintain workers' compensation insurance with minimum limits of $1,000,000, commercial general liability insurance of $1,000,000 per occurrence, and crime/fidelity bond coverage of $2,000,000. Additional compliance requirements include adherence to DVBE program requirements, recycled content certification, Darfur Contracting Act certification, and California civil rights laws. Subcontracting is limited to $50,000 or 25% of the total contract amount, whichever is less, unless the contractor provides certified competitive bidding documentation. No specific funding source or total contract amount is identified in the solicitation, as pricing is variable based on contractor proposals and the annual quantities and services required.
