About this opportunity
The California Air Resources Board (CARB) is soliciting bids for Invitation for Bid (IFB) No. 24MLD025, seeking a contractor to provide comprehensive air compressor maintenance and repair services across three Sacramento facilities. The procurement covers preventative maintenance, repair, calibration, parts replacement, technical telephone support, and training services for air compressors manufactured by Quincy, Atlas Copco, and Ingersoll Rand. Bidders must provide a service plan that includes biannual preventative maintenance, unlimited repair services, and emergency support during business hours from 7:00 AM to 5:00 PM PST. The contract term spans from April 21, 2025, to April 20, 2028, with key procurement dates including a non-mandatory site inspection on March 6, 2025, question submissions due by March 17, 2025, and bid submissions required by March 28, 2025, at 11:00 AM PST. Contractors must submit detailed pricing structures covering labor rates for standard, overtime, and emergency services, with parts costs limited to 15% of the total contract amount.
The solicitation includes specific provisions for Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) participation, offering bid incentives ranging from 1% to 5% based on DVBE involvement levels. Potential bidders must be properly licensed in California and maintain comprehensive insurance coverage. CARB has established a project budget of $147,000, with bids exceeding this amount deemed non-responsive and ineligible for award. The evaluation will likely consider factors such as compliance with technical specifications, pricing structure, DVBE participation, and overall responsiveness to the solicitation requirements. Interested contractors must demonstrate capability to provide immediate technical support, perform scheduled and emergency maintenance, and supply parts for the specified air compressor equipment. The virtual bid opening is scheduled for March 28, 2025, at 2:00 PM PST, with potential contractors encouraged to register on the California State Contracts Register to receive future addenda or updates.
