About this opportunity
Hays County, Texas is soliciting sealed bids for countywide dumpster services under IFB 2027-B03, with bids due November 20, 2026 at 12:00 p.m. Central Time. The solicitation specifies no set-aside or preference program.
The contractor must provide pickup, maintenance, repair, and replacement of refuse and recycling dumpsters from 8 to 40+ cubic yards at thirteen county locations. Routine pickups run Monday through Saturday, 7 a.m. to 6 p.m., with no Sunday service. Debris removal may follow county-wide disaster declarations. Every proposer must submit a transition plan covering equipment delivery, removal of existing equipment, a detailed schedule, and customer communication. Bidders must also identify items excluded from stated prices.
Pricing is per haul, with pricing tables for container rental and additional hauls. Each price must include installation, removal, equipment, fuel, labor, tipping fees, and cleanup, and must exclude sales and excise tax. Pricing remains firm for the initial term and renewals, except for industry-wide increases beyond the contractor's control documented by U.S. Department of Labor Producer Price Index data. Insurance requirements are $1 million auto liability, $2 million general liability, and statutory workers' compensation, with proof due within ten days of Notice of Award.
The initial term runs December 2026 through November 2027, with four optional one-year renewals. Award is anticipated in December 2026 and may be made to multiple vendors, with the County Transportation Department assigning source allocation by jobsite. The County will evaluate unit pricing and best value, considering vendor performance, qualifications, and references. Funding comes from the County's annual budget. Bids may be submitted electronically through BidNet Direct or as one original plus one digital copy on thumb drive at the Hays County Purchasing Office.
