Retainage of 5 percent will be withheld from monthly progress payments, with an option to establish an escrow account for retained funds.

The Notice to Proceed is anticipated in Spring 2027, with the contractor required to commence work within ten days and substantially complete all work within 365 calendar days. Liquidated damages are $1,000 per day for each day of completion delay beyond contract time. Clarification requests are due in writing by 3:00 p.m. on November 25, 2026 to Will Ruberry. The City will pay for certain permits and fees including sewer availability fees, easements, railroad flagging services, and VDOT right-of-way permits; the contractor is responsible for all other permits, taxes, and fees.
