CSO 70 Sewer Improvements Drawings Summary

This file consists of engineering drawings for the City of Lynchburg, Virginia's CSO 70 Sewer Improvements project under Invitation for Bid (IFB) 2027-027. The project involves installing approximately 1,200 linear feet of new 24-inch interceptor sewers, abandoning in place existing 12-inch interceptor sewers, replacing approximately 20 linear feet of 15-inch sewer and 20 linear feet of 30-inch sewer, and replacing the existing CSO 70 regulator with solids and floatable control functions. The work area encompasses both public and private properties and includes construction within and adjacent to wetlands and creeks, as well as construction adjacent to and crossing underneath railroad tracks. Sealed bids are due December 8, 2026 at 3:00 p.m., with an optional virtual pre-bid conference scheduled for November 3, 2026 at 10:00 a.m. Clarification requests must be submitted in writing by 3:00 p.m. on November 25, 2026 to Will Ruberry. The Notice to Proceed is anticipated in Spring 2027, and the contractor must commence work within ten days and substantially complete all work within 365 calendar days. Liquidated damages are assessed at $1,000 per day for each day of completion delay.

Award will be made to the lowest responsive, responsible bidder demonstrating at least five years of experience in similar municipal work and sufficient qualifications, resources, and personnel. Each bid must include a bid bond or certified check equal to 5 percent of the base bid amount. The successful bidder must execute performance and labor/material payment bonds equal to 100 percent of the base bid within ten days of receiving the Notice of Award. Retainage of 5 percent will be withheld from monthly progress payments, with an option to establish an escrow account for retained funds. The contractor must comply with all federal, state, and municipal laws and any Minority and Disadvantaged Business Enterprise goals established for the project. The City will pay for certain permits and fees including sewer availability fees, easements, railroad flagging services, and VDOT right-of-way permits; the contractor is responsible for all other permits, taxes, and fees.
