About this opportunity
The California Department of Tax and Fee Administration (CDTFA) is requesting bids for hazardous and non-hazardous waste removal, transportation, and destruction services at its Southern California facilities in Santa Fe Springs, with bids due November 6, 2026. A 5% preference for certified Small Business/Micro Business enterprises and a 1–5% DVBE incentive (at 1% or greater DVBE participation) apply.
The scope covers secure pickup, transportation to an authorized Treatment, Storage, and Disposal Facility (TSDF), and certified destruction of hazardous waste including liquid nicotine, lithium-ion batteries, and cannabis products containing liquid nicotine, and non-hazardous waste including cannabis flower/bud, cannabis oil, cigarettes, tobacco products, edibles, and drinks. Services are estimated at approximately 12 pickups per year per facility on an as-needed basis. The contractor must provide containers in sizes of 3-cubic yards and 30, 50, 55, 90, and 95 gallons; bill only net weight (subtracting container tare weight); and identify an approved TSDF with valid permits, with third-party TSDFs permitted if documented authorization is provided.
The contract term runs from November 16, 2026 (or upon Department of General Services approval, whichever is later) through June 30, 2027, with options to extend for up to two additional one-year renewal periods. Pricing is per-pound with separate rates for hazardous and non-hazardous waste. Award is made to the lowest responsible responsive bidder. All costs must include labor, transportation, materials, supplies, equipment, and waste profile preparation; no minimum service charges are permitted.
The contractor must maintain Commercial General Liability ($1 million per occurrence/$2 million aggregate), Automobile Liability ($1 million per accident), Workers' Compensation ($1 million), and Pollution Liability ($1 million per incident/$2 million aggregate). The contractor must hold current DTSC registrations for hazardous waste hauling and disposal, a valid California Commercial Motor Carrier Permit, a current motor vehicle safety record from the California Highway Patrol, and certify that all employees handling hazardous waste meet Cal-OSHA training standards.
Written questions are due October 15, 2026 at 1:00 p.m.; responses release October 20 at 1:00 p.m. Notice of intent to award is anticipated October 26, 2026 at 4:00 p.m.
