About this opportunity

The Virginia Port Authority is requesting sealed bids for dredging services at Norfolk International Terminals' North Container Terminal under IFB 2026-36-VPA, with bids due July 30, 2026 at 2:00 p.m. local time and a mandatory prebid conference on July 8, 2026 at 2:00 p.m. EST via Microsoft Teams (pre-registration required by July 6).

The scope encompasses maintenance dredging to -52 feet Mean Lower Low Water (MLLW) and new work dredging to a maximum depth of -57 feet MLLW within the existing berth and access channel, totaling an estimated 1,312,600 cubic yards. Maintenance dredging is estimated at 441,700 cubic yards; new work dredging is estimated at 870,900 cubic yards with 2 feet allowable overdepth. Dredge material will be disposed at the Norfolk Ocean Disposal Site (NODS). The successful bidder must demonstrate experience completing similar port and marine terminal projects and will be required to provide performance and payment bonds equal to 100 percent of the contract price. All bidders must hold or obtain required Virginia contractor licenses; nonresident contractors must comply with Virginia registration requirements and appoint the Director of the Department of Professional and Occupational Regulation as agent for service of process. Foreign corporations must be registered with the Virginia State Corporation Commission.

Contract pricing is structured as a lump sum for mobilization and demobilization, plus unit prices for maintenance and new work dredging. Bid security of five percent of the maximum bid price is required in the form of a certified check, bank money order, or bid bond. The work shall be substantially completed within 120 calendar days from Notice to Proceed and fully completed within 150 calendar days; liquidated damages will be assessed for failure to meet these deadlines. Addendum 1 was posted July 7, 2026 and modifies the original IFB pricing, technical specifications, or contractual terms — bidders must acknowledge receipt in their submissions. Questions are due by July 15, 2026 at 2:00 p.m. EST to proposalsVPA@portofvirginia.com, with answers published as addenda on the eVA website.
