About this opportunity
Patrick County, Virginia is requesting sealed bids for riser maintenance repairs at three Ararat Watershed dams (Dams 2, 28, and 63) under IFB 2026-007-91200, with bids due June 16, 2026 at 2:00 p.m. at the Patrick County Administration Building in Stuart. Addendum 1, posted June 13, accelerated the deadline from June 26 to June 16 and incorporated answers to nine prospective bidder questions from the June 2 pre-bid meeting.
Contractors must be properly licensed in Virginia under Title 54.1, Subtitle II, Chapter 11 of the Code of Virginia. The scope spans replacement of low-level drain gates, stems, stem guides, and operators at all three sites; replacement of trash racks (stainless steel at Dams 2 and 63; reservoir drain inlet at Dam 28); sediment relocation around risers at Dams 2 and 63; and pre-construction and post-construction video inspections of interior pipe conditions per Technical Specification 02 01 00. Contractors determine means and methods of construction, including dredging limits and scheduling, with reservoirs drained at a rate not exceeding one foot per day. Substantial completion is required within 270 days with allowances for weather delays of four calendar days per month. Material lead times for metal components will be coordinated with the selected contractor, and the County will consider time extensions if lead times impact the substantial completion date. No rare aquatic species are present at the sites.
The County awards to the lowest responsive and responsible bidder based on ability and capacity to perform, promptness, character, experience, quality of previous performance, financial resources, and regulatory compliance. Contracts exceeding $100,000 require payment and performance bonds under Virginia Code Sections 2.2-4336 and 2.2-4337. Fixed-price contracts may not increase more than 25 percent or $30,000 without County approval. Contractors must maintain drug-free workplaces, carry liability insurance rated at least A:V1 by Best's, and comply with civil rights requirements. The County retains all intellectual property rights to contract documents and materials.
Bidding documents are available in digital PDF format from Maridee Romero-Graves, P.E., at Schnabel Engineering, LLC (336-274-9456 or mgraves@schnabel-eng.com); no plan deposit is required. An optional pre-bid conference and site visit was held June 2 at 10:00 a.m. at the Ararat Ruritan Building, with alternate site visit dates available by contacting Mark A. Vernon.
