About this file
This is Addendum 1 to the Invitation for Bid (IFB 2026-007-91200) issued by Patrick County, Virginia, for concrete dam repairs at three sites in the Ararat River Watershed (Dams 2, 28, and 63). The addendum modifies the original Bidding Documents dated April 24, 2026, and includes answers to nine prospective bidder questions posed before and during the pre-bid meeting held on June 2, 2026. Sealed bids are due June 16, 2026, at 2:00 PM at the Patrick County Administration Building, 106 Rucker Street, Suite 218, Stuart, Virginia 24171. The contract requires contractors to furnish all materials, labor, tools, and equipment necessary to complete the dam repair work. Key project considerations include dewatering operations, sediment removal around dam risers, pipe inspections, and coordination with landowners regarding reservoir management. The project has a substantial completion timeframe of 270 days, with allowances for weather delays of four calendar days per month. Contractors are responsible for determining means and methods of construction, including dredging limits and scheduling, with reservoirs to be drained at a rate not exceeding one foot per day.
The addendum clarifies that no rare aquatic species are known to be present at the sites and that landowners are aware of fish loss during dewatering. Contractors must perform both pre-construction and post-construction video inspections of interior pipe conditions per Technical Specification 02 01 00. As-built drawings for each dam are provided as standalone documents. The addendum does not specify total sediment volumes, leaving quantity determinations to individual contractors based on design drawings and field conditions. Material lead times for metal components will be coordinated with the selected contractor, and the owner will consider time extensions if lead times impact the substantial completion date. Fifteen prospective bidders representing various construction and marine services firms received bid documents and/or attended the pre-bid meeting, including firms specializing in underwater construction, grading, trenching, road and bridge work, and marine solutions.

ADDENDUM NUMBER 1
DATE: June 10, 2026
PROJECT: Ararat River Watershed Dams 2, 28, 63 Concrete Dam Repairs
OWNER: Patrick County
ENGINEER: Schnabel Engineering, LLC
TO: Prospective Bidders
This Addendum forms a part of the Contract Documents and modifies the Bidding Documents dated April 24, 2026, as amended and supplemented by the following:
Acknowledge receipt of this Addendum in the space provided in the Bid Form. Failure to do so may disqualify the Bidder.
This Addendum consists of five (5) pages and includes answers to questions received as of June 8, 2026, a list of prospective bidders, and the sign-in sheet from the pre-bid meeting. As-Built Drawings for each dam are provided as standalone documents to this addendum.
As a reminder, please note bids shall be submitted to:
Bids are due: June 16, 2026, before 2:00 PM At: Patrick County Administration Building 106 Rucker Street, Suite 218 (County Administration Office) Stuart, Virginia 24171.
Bids received after 2:00 pm shall be returned to the contractor unopened.
The following questions were asked by prospective bidders before and during the pre-bid meeting on June 2, 2026. Each question is followed by a response from the Engineer.
PAGE: 2
1. Question: Are there any environmental concerns regarding aquatic wildlife that may be encountered while dewatering the ponds?
Response: No rare aquatic species are known or likely to be present. There is no regulatory concern.
2. Question: Are landowners aware that they will lose their fish in the lakes?
Response: Yes, the landowners are aware of that.
3. Question: How much water can the dams store prior to activation of the auxiliary spillways?
Response: Refer to the attached as-built drawings and Section VI of the Emergency Action Plan for each dam.
4. Question: Are there any concerns about the load over the pipe at Dam 63?
Response: No known concern at this time. However, it is the Contractor’s responsibility to protect the existing structures as stated in Technical Specification 02 01 00. As a reminder and in accordance with the Technical Specifications, the Contractor shall provide both pre-construction and post-construction video inspections of the interior condition of the pipe.
5. Question: Did you provide quantities for sediment removal at Dams 2 and 63?
Response: The total volume of sediment to be removed was not provided in the Bidding Documents.
However, the design drawings indicate the minimum limits of dredging. Each Contractor is responsible for determining the means and methods of construction, as well as the minimum dredging necessary around the risers to access the existing gates.
6. Question: We will drain the lakes to take measurements. However, the lakes will be refilled by the time we receive the parts and begin construction. Are you expecting us to keep the reservoirs drained for the entire duration?
Response: Field measurements may be performed under wet conditions. Each Contractor is responsible for determining the means and methods of construction and sequencing of the Work. Reservoirs shall be drained at a rate not to exceed 1 foot per day. Refilling of the reservoirs shall be coordinated with the Owner and Engineer.
7. Question: Are you aware of the lead times required to receive the metal components?
Response: Yes. We will coordinate with the selected Contractor once the lead time for the metal components is known. The project’s substantial completion time is 270 days which is believed to be a sufficient amount of time to receive the required materials and perform installation. However, if excessive lead times for materials are experienced that will impact completion by the substantial

completion date, then the Owner will work with the contractor to issue an appropriate time extension.
8. Question: Are rain days included in the schedule?
Response: Per EJCDC C-800:
“When establishing the Contract Time, an allowance will be made for four (4) calendar days of work lost per month due to inclement weather conditions. The Contractor, at the time of each progress payment request, shall submit to the Engineer and Owner for approval a list of all working days lost due to either inclement weather or site conditions caused by inclement weather for the period. Accompanying this list should be a summary of the specific conditions that caused the loss. This request will be reviewed by the Engineer in light of observations made by the Engineer and resident inspector. Approval of the progress payment request by the Engineer and Owner will also include approval of the weather delay request.
After substantial completion, and not until then, a Change Order must be executed if a time extension for weather-related delays is requested by the Contractor. The time extension must be based solely on the time requested within the progress payment requests. Subtracted from this time will be the four (4) days per month allowance assumed in the Contract, and the remainder shall be considered the number of days lost due to abnormal weather conditions. There cannot be a decrease in Contract length if the allowance for inclement weather exceeds the actual number of days lost due to inclement weather. To convert working days into calendar days, multiply the working days by seven (7) and divide by the number of working days in a typical work week.”
9. Question: Are videos inspection of the pipes available?
Response: Yes, those have been provided with the bid documents.
