About this opportunity

The Pueblo West Metropolitan District (PWMD) has issued an Invitation for Bid (IFB-2025-WA-2104) for a critical water infrastructure project in Pueblo County and Pueblo City, Colorado. The procurement involves constructing a new 16-inch C900 PVC potable water transmission line spanning approximately 11,400 linear feet between E. Industrial Blvd. and E. Gold Dr. The base bid requires installation of water transmission infrastructure, including appurtenances, fittings, isolation valves, tie-ins, and thrust blocks. Bid Alternate No. 1 includes a trenchless horizontal boring crossing of N. Purcell Blvd., involving steel casing, fittings, and an isolation valve installation. The project demands comprehensive site work, including open trench methods, erosion control, earthwork, road cutting and patching, and road repair to establish a fully functional water transmission system. The bid is due on April 7, 2025, with a contract timeline extended from 120 to 180 calendar days. Contractors must obtain a Right-of-Way Use Permit from Pueblo County and a Stormwater Construction Discharge Permit from CDPHE Water Quality Division.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The project requires contractors to provide a Stormwater Management Plan and conduct stormwater management inspections, with PWMD performing periodic inspections to meet MS4 permittee requirements. Liquidated damages are established at $4,500 per day, consistent with CDOT's Schedule of Liquidated Damages. While specific budget ranges are not disclosed, the project involves substantial infrastructure work with anticipated rock excavation and specific technical requirements such as concrete encasement at E. Ranch Dr. and in the Williams Creek area. The district will provide testing services through a third-party contractor and has designated one staging area for the project. Builder's Risk Insurance will not be required, and no construction trailer is needed. Contractors must be prepared to handle complex infrastructure installation, including water transmission line construction, trenchless boring, and comprehensive site restoration.
