About this file

Addendum No. 1 for IFB-2025-WA-2104 was issued by the Pueblo West Metropolitan District (PWMD) on March 27, 2025, addressing multiple technical and procedural questions for the N. Purcell Blvd Water Transmission Main project. The addendum provides clarifications on project specifications, including the water transmission line's working pressure of 160 psi, confirmation of C900 DR21 pipe requirements, and tax-exempt status. The contract timeline was extended from 120 to 180 calendar days, with a bid opening scheduled for April 7, 2025. The project involves constructing a 16-inch PVC potable water transmission line spanning approximately 11,400 linear feet, with a jack & bore alternate of about 46 feet, and requires obtaining a Right-of-Way Use Permit from Pueblo County and a Stormwater Construction Discharge Permit from CDPHE Water Quality Division.

Key additional details include liquidated damages set at $4,500 per day, consistent with CDOT's Schedule of Liquidated Damages, and specific project requirements such as concrete encasement at E. Ranch Dr. and in the Williams Creek area. The district will provide testing services through a third-party contractor, and there will be one designated staging area. Rock excavation is anticipated, though the exact quantity remains uncertain. Builder's Risk Insurance will not be required, and no construction trailer is needed. The contractor will be responsible for obtaining necessary permits, providing a Stormwater Management Plan, and conducting stormwater management inspections, with PWMD conducting inspections every 30-45 days to satisfy MS4 permittee requirements.
