About this opportunity

Union County, North Carolina, is soliciting competitive bids for Invitation for Bid (IFB) 2025-030, a detention center sewer screening project. The procurement is structured as a single prime, lump sum contract to install an automated sewer screening system at the Union County Jail. Specific project requirements include implementing an automated sewer screen into an existing sanitary sewer pit that will discharge screening materials to a dumpster via an auger, constructing a new concrete pad with bollards, creating a new gravel drive, and modifying existing electrical infrastructure and railing. Bidders must possess a North Carolina contractor's license and provide a 5% bid bond or cash deposit. Key dates include a non-mandatory pre-bid meeting on March 18, 2025, at 10:00 AM, with written questions due by March 20, 2025, at 3:00 PM, and sealed bids due on April 22, 2025, at 3:30 PM local time. Bidding documents are available through Duncan-Parnell's bid room, with costs ranging from $75 for a PDF download to $100 for printed and digital sets.

The county strongly encourages participation from minority businesses (HUB Certified) and small businesses, implementing good faith efforts to engage diverse contractors. Potential bidders must demonstrate technical capabilities for installing complex sewer screening equipment, with specific requirements including a PLC controller, motor specifications (208V, 1/2 hp basis of design), and precise equipment dimensions (32.5"W x 45"D channel). SAVECO North America has been approved as an equipment manufacturer, and the project timeline is estimated at 180 days from submittal approval. While no specific budget range is explicitly stated, the comprehensive infrastructure modifications suggest a significant capital investment. Union County reserves the right to reject any or all bids and waive informalities in the bidding process, maintaining flexibility in contractor selection to ensure the most advantageous proposal is selected.
