About this opportunity
The Pueblo West Metropolitan District is soliciting bids for the IFB-2024-W-002 Pixie Park Looping Waterline project, a municipal infrastructure improvement initiative located in Pueblo County and Pueblo City, Colorado. The procurement is an Invitation for Bid (IFB) for constructing two separate potable waterline extensions: a base bid involving approximately 600 linear feet of six-inch C900 PVC waterline between Gadsden Drive and E. Stewart Drive, and a bid alternate involving approximately 800 linear feet of waterline looping on S. Cellini Circle. The project requires comprehensive waterline installation using open trench methods, including erosion control, earthwork, road cutting and patching, and associated site work. A mandatory pre-bid meeting was held on March 5, 2024, at 1:00 p.m. MT, with electronic bids to be submitted via the Rocky Mountain E-Purchasing website until 2:00 p.m. MT on March 26, 2024. The contract specifies a 60-calendar day completion timeline, and bidders must submit a 5% Bid Bond with their proposal. Evaluation will focus on identifying the lowest conforming, reliable, and responsible bidder, with the District reserving the right to reject any or all submissions.
The procurement encourages participation from minority, small, disadvantaged, and women-owned enterprises, providing opportunities for diverse business involvement. Bidders must be prepared to submit performance and labor and materials payment bonds, along with comprehensive Certificates of Insurance. While a specific project budget is not explicitly stated, the procurement requires contractors to provide all necessary labor, supervision, equipment, tools, and materials for complete waterline system installation. Contractors will be responsible for obtaining necessary permits, including potential dewatering permits, and managing site-specific challenges such as possible groundwater encounters and disposal of unsuitable materials like rock, concrete, and asphalt. The project will be funded through the Pueblo West Metropolitan District and requires compliance with local, state, and federal regulations, including accessibility requirements and the Americans with Disabilities Act Amendments Act. Bidders can submit proposals as individuals, partnerships, corporations, or joint ventures, with an emphasis on comprehensive technical capability and regulatory compliance.
