About this opportunity

The Pueblo West Metropolitan District is soliciting competitive bids for IFB-2024-P-001, a comprehensive tennis court resurfacing project at Civic Center Park in Pueblo West, Colorado. The procurement involves patching and resurfacing existing tennis and pickleball courts, with specific requirements including converting the northeast tennis court into four pickleball courts and re-striping the three remaining tennis courts for dual-use capabilities. The project mandates a new color system with forest green for playing areas and desert sand for outer areas, installation of new nets for both court types, and 48-inch high galvanized chain link fencing to separate court areas. Contractors must be members of the United States Tennis Court and Track Builders Association and have a USTC & TBA Certified Tennis Court Builder on staff. Key submission requirements include providing references for five similar successfully executed projects and submitting all-inclusive pricing covering labor, equipment, materials, and associated costs. The mandatory pre-bid meeting is scheduled for March 13, 2024, at 10:00 a.m. MT, with electronic bids due by 2:30 p.m. MT on March 26, 2024. The contract time is set at 60 calendar days, with a 5% Bid Bond required and performance and payment bonds to be provided by the successful bidder.

The Pueblo West Metropolitan District actively encourages participation from minority, small, disadvantaged, and women-owned enterprises, offering accommodations under the Americans with Disabilities Act Amendments Act. Bid documents are exclusively available through the Rocky Mountain E-Purchasing website, with all addenda to be posted only on this platform. While no specific budget range is explicitly stated, the project involves approximately 28,800 square feet of surface preparation, acrylic filler/resurfacer application, and color coating. The bid schedule includes line items for mobilization/demobilization, surface preparation, acrylic treatments, line painting, chain link fencing, and net and pole installations. Existing infrastructure includes current tennis court poles, with the northeast court's existing poles to remain in place as a separation fence for the new pickleball courts. Water for the project can be obtained by trucking it in or using a hydrant from the PWMD Utilities Department, subject to standard fees and service rates. The District reserves the right to reject any or all bids and to waive informalities or irregularities in the bidding process, providing flexibility in vendor selection.
