About this opportunity
The Pueblo West Metropolitan District is seeking bids for Contract No. IFB-2023-W-005, a water infrastructure replacement project involving Well #4 and Well #7 waterline development. The procurement covers comprehensive waterline replacement, including approximately 2,400 linear feet of 4-inch C900 PVC waterline from Well #7 and 2,630 linear feet from Well #4, utilizing both open trench and boring construction methods. The project scope encompasses installing new waterlines, submersible well pump replacements, vaults, manholes, valves, tie-ins, and associated appurtenances to create a fully functional water distribution system. The solicitation includes a base bid and two alternates, with potential horizontal directional drilling (HDD) options for pipe installation. The bid is due on August 17, 2023, with a specified 90-calendar day completion timeline and liquidated damages of $250 per working day for missed deadlines. Working hours are typically Monday through Friday, 7am-4:30pm, with potential extensions allowed for inclement weather conditions.
While specific set-aside designations are not explicitly detailed in the documentation, the project is located within Pueblo County and Pueblo City jurisdictions in Colorado. The procurement appears to be open to qualified contractors with demonstrated capabilities in municipal water infrastructure development. The base bid assumes primarily open trench construction, with estimated total pipeline installation approaching 5,030 linear feet across both well sites. Though precise budget ranges are not specified, the comprehensive nature of the project—including pipe replacement, pump upgrades, and associated infrastructure work—suggests a significant capital investment. The contract includes technical flexibility, such as allowances for alternative pipe materials like HDPE, indicating an openness to innovative construction approaches that meet project specifications. Prospective bidders should demonstrate technical expertise in municipal water system construction, familiarity with PVC and HDPE pipe installation, and the capability to complete complex infrastructure projects within strict municipal guidelines.
Opportunity text
The project consists of but is not limited to the replacement of an existing waterline with construction of a new 4-inch C900 PVC waterline for both the Well #4 and Well #7 heads. Both projects will consist of placing new waterline via both open trench methods and boring through right of way for all road crossings. Bores will be 4-inch HDPE pipe (DR17 with minimum I.D. of 3.94-inches) with coupling transitions back to C900 pipe. The project also includes replacement of existing submersible well pumps for both Well #4 and Well #7. In addition, the project work consists of installing vaults, manholes, valves, tie-ins, and appurtenances, erosion control, earthwork, and all appurtenances as specified and required for a complete and functional system. The project will install approximately 2400 linear feet of new 4-inch C900 PVC waterline from the Well #7 head and approximately 2630 linear feet of new 4-inch C900 PVC waterline from the Well #4 head. The base-bid for the project assumes open trench construction for the majority of the pipelines.
