About this opportunity
The Virginia Department of Transportation Hampton Roads District is requesting bids on spray injection pothole patching services for the Franklin Residency covering Greensville, Isle of Wight, Southampton, and Sussex Counties under IFB 161201, with bids due September 23, 2026 at 5:00 PM EST/EDT. A set-aside award priority applies to DSBSD-certified micro and small businesses; all other bidders must submit a Small Business Subcontracting Plan identifying small business utilization toward a Commonwealth goal of over 42% small business purchases.
Bidders must hold a minimum Class A Contractor's license with Highway/Heavy classification from the State Board of Contractors, unless exempt under Virginia Code 54.1-1101(A)(4). The scope includes cleaning and drying repair areas, applying tack coat, mixing and compacting patching materials, and covering with dry stone. The contractor furnishes all materials, including No. 8 or 9 stone and liquid asphalt (Summer CRS-2 and Winter CMS-2) from VDOT-approved sources, and must provide two mobile self-contained spray injection systems. Work commences within five business days of VDOT's request, and compensation is hourly for equipment with operator, materials, and associated costs; only productive work hours are compensable.
The contract period runs from award through one year, with four optional consecutive one-year renewal periods. No minimum or maximum work quantities are guaranteed. The contractor must comply with prevailing wage rates established by the Virginia Commissioner of Labor and Industry, which vary by classification and county; maintain commercial general liability insurance of $1,000,000 minimum and statutory workers' compensation; and comply with Virginia Code Red Ozone Day restrictions for specified jurisdictions. Payment occurs within 30 days of invoice receipt and verification of satisfactory completion. Questions are due September 16, 2026 at 3:00 PM EST/EDT. A virtual public bid opening is scheduled for September 24, 2026 at 9:30 AM EST/EDT. Equipment verification requires in-person inspection of owned equipment prior to award; rented or leased equipment requires signed rental agreements confirming availability for the contract duration.
