About this opportunity

The Virginia Department of Transportation is soliciting bids on structural steel fabrication, furnishing, and delivery for a bridge replacement project on Route 618 (Structure 6129) over Hazel River in the Culpeper District, with bids due September 15, 2026 at 4:00 p.m. EST (per Addendum 1) and a virtual pre-bid conference on September 2, 2026. This procurement is set-aside for award priority to Department of Small Business and Supplier Diversity (DSBSD)-certified micro or small businesses; bidders selecting the "Plan to Complete All Work" option must be DSBSD-certified by the bid due date, or subcontracting portions must be identified in the Small Business Subcontracting Plan (Attachment D).

The scope comprises structural steel components specified in Attachment C, including 15 W16 × 89 × 40-foot beams with Charpy V-Notch testing requirements for Zone 2, angle clips, and related fabrication work. All work must conform to VDOT 2020 Road and Bridge Specifications, Section 226. No galvanizing is permitted. Structural steel must be delivered within 90 days of award as a single load to the Culpeper District Bridge Section at 1601 Orange Road, Culpeper, Virginia, during normal business hours (Monday through Thursday, 6:00 a.m. to 4:00 p.m.) with at least 24 hours advance notice.

Bid pricing is submitted on an "EACH" basis for the complete material list and must include all material, fabrication, delivery, and associated costs with no extra charges permitted for weight discrepancies. Contract term runs from award through 90 days and is non-renewable. Awards are made to the lowest responsive and responsible bidder on a Grand Total basis. The Commonwealth pursues a 42% small business procurement goal; bidders are encouraged to subcontract with DSBSD-certified small, women-owned, minority-owned, or service-disabled veteran-owned businesses. Bidders must register in eVA and pay applicable transaction fees (1% capped at $500 for DSBSD-certified businesses, $1,500 for non-certified). Bidders must acknowledge Addendum 1 prior to the revised bid due date. Virtual public bid opening is scheduled for September 16, 2026 at 2:00 p.m. EST. Payment is due within 30 days of valid invoice and verification of receipt under the Virginia Prompt Payment Act.
