About this opportunity

The Virginia Department of Transportation Charlottesville Residency is requesting bids on on-call, as-needed crack sealing services for primary and secondary roadways throughout Albemarle, Greene, and Madison Counties under IFB 161076, with bids due August 31, 2026.

The Commonwealth has established a small business subcontracting goal of at least 42% of purchases from DSBSD-certified small businesses, including women-owned, minority-owned, and service-disabled veteran-owned businesses. All bidders must submit a completed Small Business Subcontracting Plan (SBSP) with their response. Bidders certified by DSBSD as micro or small businesses need only provide their certification number and date. Uncertified bidders must detail proposed subcontracting arrangements with up to five certified small businesses, specifying each subcontractor's name, certification status, contact information, and percentage of total contract value for the initial term. Proposed small business participation levels identified in the plan become binding contract requirements; failure to achieve stated participation may constitute breach of contract.

Contractors seeking to subcontract work or equipment must obtain prior written consent from VDOT and submit a Subcontractor Approval Request form with each proposed subcontractor's name, qualifications, experience, work scope, and equipment type. The primary contractor remains fully liable for all subcontractor work and compliance with all contract terms.

A State Corporation Commission Form is attached as required documentation. Contact information for routine work orders, scheduling coordination, and emergency notifications is provided in the Normal and Emergency Contacts attachment.
