About this opportunity

The Virginia Department of Transportation is soliciting bids on roadway sweeping services for the Peninsula Interstate Maintenance Office across the Hampton Roads District under IFB 161035, with bids due October 16, 2026 and a mandatory pre-bid conference on October 6, 2026 at 10:00 a.m. EST in Chesapeake, Virginia. This solicitation is set-aside for award priority to DSBSD-certified micro or small businesses. All bidders not certified as small businesses must submit a Small Business Subcontracting Plan demonstrating utilization of DSBSD-certified small, women-owned, minority-owned, and service-disabled veteran-owned businesses, with a statewide goal that over 42 percent of purchases be made from small businesses.

The scope covers motorized sweeping services on Interstate 64 and I-664 across approximately 165 curb miles in Hampton, Newport News, James City County, and York County. The contractor must provide truck-mounted equipment with a minimum GVW of 29,500 pounds and 8 cubic yard hopper capacity, truck-mounted attenuators with operators, Automatic Vehicle Location systems with GPS tracking, traffic control, and debris removal on an as-needed basis for planned work, unplanned work, and emergency operations. Pricing shall be submitted on a firm unit price basis per curb mile for planned cycles and as separate line items for emergency work. The contractor must be capable of commencing work within 14 calendar days of award and maintaining continuous operations thereafter. Code Red Ozone Days compliance is required — gasoline and diesel-powered equipment is prohibited on predicted Code Red days in Virginia ozone nonattainment and maintenance areas during the May through September ozone season.

The initial contract term runs from award date through one year with renewal options. Prevailing wage rates established by the Virginia Commissioner of Labor and Industry apply to all mechanics, laborers, and workers. Insurance requirements include workers' compensation, employer's liability of $100,000, commercial general liability of $1 million per occurrence/$2 million aggregate, and automobile liability of $1 million combined single limit. Payment will be made via check, ACH, or EDI within 30 days of invoice and work verification. A virtual public bid opening is scheduled for October 19, 2026 at 9:00 a.m. EST.
