About this file

This document is a fillable forms and attachments package for IFB 161035 Roadway Sweeping Services issued by the Virginia Department of Transportation (VDOT) for the Peninsula Interstate Maintenance Office serving multiple localities across Virginia. The solicitation requires contractors to perform roadway sweeping services across multiple counties and independent cities including Hampton, James City County, Newport News, and York County. The package includes mandatory attachments that bidders must complete and submit to be deemed responsive, including State Corporation Commission registration forms, Small Business Subcontracting Plans, vendor qualification and equipment inventory certifications, subcontractor approval requests, normal and emergency contact information, and Code Red Ozone Days compliance documentation. Specific due dates and bid submission deadlines are referenced but not detailed in this attachment package; bidders are directed to the primary solicitation document for complete timeline information.

The contract is subject to prevailing wage requirements established by the Virginia Department of Labor and Industry, with specific wage and fringe benefit rates provided for multiple job classifications including equipment operators, laborers, truck drivers, and traffic control personnel across all four jurisdictions. The Commonwealth of Virginia has established a goal that over 42 percent of its purchases be made from small businesses, requiring all bidders to submit a Small Business Subcontracting Plan identifying proposed utilization of Virginia Department of Small Business and Supplier Diversity (DSBSD) certified small businesses, women-owned businesses, minority-owned businesses, and service-disabled veteran-owned businesses for the initial contract period. Bidders must also demonstrate equipment availability through documentation of owned, rented, leased, subcontracted, or future-purchase equipment, with verification required prior to award. The solicitation includes operational restrictions prohibiting the use of gasoline and diesel-powered equipment on predicted Code Red Ozone days in designated Virginia ozone nonattainment and maintenance areas during the May through September ozone season.
