About this opportunity
The Illinois Department of Transportation (IDOT) is soliciting bids for a Materials Pan Concrete Mixer through the BidBuy platform, with proposals due June 23, 2026. This is a rebid; the solicitation is open to all qualified vendors.
The scope is a low-shear, high-volume upright laboratory-grade pan concrete mixer for IDOT's materials testing and research applications. The equipment must feature counter-current mixing action with a removable pan, mulling wheel(s), and plow mixing blades. Capacity must be a minimum of 1.75 cubic feet; dimensions are specified as width 32–40 inches, depth 59–70 inches, and height 71–80 inches. The unit must weigh between 1,800 and 3,500 pounds and be powered by a 3–4 horsepower motor operating on three-phase, 60-cycle electrical service at 230–460 volts. The mixer must be fabricated from durable materials suitable for laboratory and production environments.
Contracts are subject to Illinois Standard Terms and Conditions, which impose prevailing wage compliance where applicable, commercial general liability insurance of at least $1 million per occurrence, workers' compensation insurance as required by law, and audit-record retention for three years (five if federal funds are used). Payment is governed by the Illinois Prompt Payment Act. The State retains all intellectual property rights to work products and may terminate for convenience with thirty days' notice. Contracts are contingent upon appropriations and may be partially or fully funded with federal dollars.
