The scope of work encompasses furnishing and installing replacement doors manufactured to specifications of 77 inches in height by 36 inches in width with left swing configuration and windows measuring approximately 23 inches by 13 inches, reworking thresholds and door trim, providing new heaters as needed, removing and disposing of existing doors, and supplying any additional materials approved by the facility's Chief Engineer. The current doors are manufactured by Bally. Bidders must attend a mandatory pre-bid conference and site visit scheduled for November 19, 2025, at 10:00 a.m. at Taylorville Correctional Center, with registration required by November 17, 2025, at 3:00 p.m. via email to Kendra Cox at kendra.cox@illinois.gov; vendors are limited to three participants per company at the site visit. Sealed bids must be submitted no later than November 24, 2025, at 11:00 a.m., with firm pricing required for 120 days from opening. The contract will commence upon execution and terminate on June 30, 2026, with work to commence within 15 days of execution and be performed Monday through Friday between 7:00 a.m. and 2:30 p.m., excluding holidays, in the presence of the facility's Chief Engineer. Bidders must submit itemized invoices with dates and locations of service upon completion of work.

This procurement contains no small business set-asides or minority business enterprise preferences, and subcontracting is not permitted. No incumbent vendor or existing contractor is identified in the solicitation materials. Vendors must maintain General Commercial Liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, Auto Liability coverage of $1,000,000 per occurrence, and Workers' Compensation Insurance as required by law, with the State named as an additional insured. All work is subject to prevailing wage requirements under the Illinois Prevailing Wage Act, requiring vendors to certify current prevailing wage rates by county prior to bid submission. Vendors must submit names, dates of birth, and Social Security numbers of all on-site employees within five working days for mandatory security background checks prior to work commencement. All pricing must be F.O.B. Destination with transportation and handling included and paid by the vendor. The contract value has not been specified, as the State indicated the maximum contract amount would be determined prior to execution based on estimated rather than firm pricing.
