About this opportunity

The Illinois Department of Corrections (IDOC) is issuing an Invitation for Bid (IFB) for the procurement of milk and juice products to be distributed at its correctional centers. The contract will have an initial term of two years, with an option to renew for an additional two years. Vendors must provide deliveries three times per week for the duration of the contract. The IFB requests bids for approximately 930,000 cartons of skim milk and 366,000 cartons of apple juice and 367,000 cartons of orange juice. Bids are due by April 7, 2022 at 11:00am CST and must be submitted electronically through the State's BidBuy system. The State will evaluate bids based on responsibility, responsiveness, and price, and award the contract to the lowest responsive and responsible bidder.

The solicitation contains a 17% Business Enterprise Program (BEP) participation goal for minority, women, and persons with disabilities. There is no Veteran Small Business (VSB) participation goal. Vendors must submit a Utilization Plan demonstrating how they will meet the BEP goal through self-performance or by subcontracting to certified BEP vendors.
