About this opportunity
The Illinois Department of Corrections (IDOC) is conducting a small purchase procurement through Western Illinois Correctional Center to solicit bids for semi-annual Ansul hood suppression system inspection and integrity testing services. The scope of work encompasses NFPA 25 compliant visual inspections of five Ansul hood systems at Western Illinois Correctional Center and one system at Clayton Work Camp, with inspections covering detectors, expellant gas and agent containers, piping, nozzles, signals, testing procedures, and alarm signaling functionality. All inspections must be performed by NFPA-certified professionals and documented with comprehensive reports submitted to the Chief Engineer and Business Administrator. Deliverables include certification documentation demonstrating NFPA 25 compliance and detailed inspection reports for each system inspected. Vendors must possess appropriate licensing and insurance qualifications for Ansul hood suppression system inspections and comply with prevailing wage requirements; additionally, vendor employees must pass security background checks with names, dates of birth, and Social Security numbers submitted within five working days of contract award. A mandatory pre-bid conference and site visit is scheduled for February 10, 2026 at 9:00 a.m. at Western Illinois Correctional Center, 2500 Route 99 South, Mt. Sterling, Illinois 62353, with vendor attendance confirmed by email to Jennifer Snyder (jennifer.snyder2@illinois.gov) no later than February 9, 2026 at 12:00 p.m. Bid submissions are due by February 18, 2026 at 10:00 a.m., with bids remaining firm for 120 days from opening, and the contract term is one year with a maximum total term not to exceed ten years including any renewals or extensions.
This procurement is designated as a small purchase with no subcontracting allowed, and vendors must provide all labor, equipment, testing, and transportation costs on an F.O.B. destination basis with no travel time reimbursement permitted. Services are to be performed at Western Illinois Correctional Center (representing 80 percent of work value) and Clayton Work Camp (representing 20 percent of work value) during normal business hours Monday through Friday between 7:00 a.m. and 5:00 p.m., coordinated through the Chief Engineer. Vendors must comply with Illinois Standard Terms and Conditions, including the State Prompt Payment Act, a $15 Minority Contractor Initiative fee for contracts of $1,000 or more, and maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law. The contract pricing is estimated rather than firm, with the total maximum amount to be determined by the State prior to execution; no specific award value or budget range is disclosed in the solicitation documents. Vendor bids are subject to all applicable Illinois Department of Human Rights Equal Opportunity requirements, the Illinois Freedom of Information Act, and Illinois law, with all disputes resolved exclusively through the Illinois Court of Claims. No incumbent vendors, Business Enterprise Program (BEP) or Veterans Business Program (VBP) set-asides, or existing technology integration requirements are identified for this procurement.
