About this opportunity

The Illinois Department of Natural Resources (IDNR) is soliciting competitive bids for a lease of one 50-foot by 40-foot unit comprising Building 1, Spaces 107, 108, and 109.5 at the World Shooting Complex in Sparta, located in Richland County. The selected vendor will operate a commercial business selling goods, merchandise, and services to complex visitors, with the contract commencing upon final execution and concluding December 31, 2030, with a maximum total term not to exceed ten years including renewal options. Required qualifications include maintaining general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law; implementing a point-of-sale system accepting credit and debit cards; maintaining a designated "Made in the USA" section; and complying with all operational standards including sanitation, safety, and maintenance requirements. IDNR will provide water, sewer, electric, telephone, and high-speed internet at no charge, while the vendor assumes responsibility for all equipment, interior maintenance, janitorial services, and pest control. Award will be determined by the highest price bid for the entire five-year initial term, with a minimum anticipated annual rental of $7,500.00 per year; in the event of tied bids, ranking will be determined by coin flip for two bidders or random drawing for three or more bidders. The pre-bid conference is scheduled for February 10, 2026, at 2:00 PM Central Time via WebEx, bids are due by February 24, 2026, and all submissions must be made through the BidBuy electronic procurement system, with vendor questions due no later than seven days after the pre-bid conference.

No specific set-asides for disadvantaged enterprises, minority-owned businesses, or other restricted categories are identified in the solicitation documents; however, vendors may claim applicable preferences under the Illinois Procurement Code, including the Domestic Product Preference. The solicitation does not identify any incumbent vendors or current contractors. All bids must be accompanied by either a completed Vendor Disclosure form or proof of active registration in the Illinois Procurement Gateway (IPG), and vendors with contracts valued at $1,000 or more must pay a $15 Minority Contractor Initiative fee deductible from the first payment. Vendors with 15 or more employees must obtain or apply for an Illinois Department of Human Rights Public Contracts Number prior to contract award. The estimated total contract value falls below $50,000 annually, with IDNR anticipating a fair and reasonable annual rental amount of no less than $7,500.00 per year; if the Grand American tournament is not held at WSRC in any given year, IDNR will not collect annual lease payments for that year. The contract is subject to availability of appropriations and may be terminated for convenience with 30 days' notice or for cause immediately upon notice, and the resulting agreement may be partially or wholly funded with federal funds.
