About this opportunity

The Illinois Department of Natural Resources (IDNR) is accepting competitive sealed bids for the lease of one 40-foot by 40-foot commercial space (Building 2, Spaces 207-208) located at the World Shooting and Recreation Complex in Sparta, Illinois, in Richland County. The successful vendor will operate a business selling goods, merchandise, and/or services to visitors at the complex, which features trap shooting facilities, sporting clay courses, an events center, and annually hosts the Amateur Trapshooting Association Grand Championship. Key requirements include implementation of a point-of-sale system accepting credit and debit card payments, maintenance of a "Made in the USA" product section, assumption of all interior maintenance and janitorial responsibilities, provision of pest control and utilities beyond those supplied by IDNR (water, sewer, electric, telephone, and internet), and compliance with a 24-hour incident reporting protocol. The vendor must maintain general commercial liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, auto liability of $1,000,000 per occurrence, and workers' compensation insurance, with the State named as an additional insured. The initial lease term commences upon contract execution and ends December 31, 2030, with a maximum total contract duration not exceeding ten years including renewals or extensions. The solicitation (B-50877) requires submission of a Vendor Disclosure or IPG Active Registered Vendor Disclosure, an Offer to the State of Illinois form, and a Business Enterprise Program/Veterans Small Business Program Utilization Plan if applicable, with bids due electronically through BidBuy no later than February 24, 2026. A non-mandatory pre-bid conference will be held on February 10, 2026, at 2:00 PM CST via WebEx, and written questions must be submitted no later than seven days following that conference. Award will be made to the responsive and responsible bidder submitting the highest total price for the lease term, with tied bids resolved by coin flip or random drawing.

No set-asides or restrictions limiting bidder eligibility based on disadvantaged enterprise status or organization type are specified in the solicitation documents, and no incumbent vendor or existing contractor is identified. The minimum annual rental price is $4,000 per year, with total contract value to be calculated by IDNR prior to execution based on the vendor's proposed annual price multiplied across the initial five-year term; the estimated contract value is under $50,000.00, exempting the procurement from State Board of Elections registration requirements. All bidders must comply with the 33 mandatory certifications outlined in the Standard Illinois Certifications document (Version 23.1), which address non-delinquency of state debts, tax compliance, environmental compliance, equal employment opportunity practices, drug-free workplace standards, and prohibitions against bribery, fraud, and anti-competitive practices, with annual recertification required by January 1 for contracts exceeding one year. A $15 fee to cover administration of the Minority Contractor Opportunity Initiative will be deducted from the first check issued to the awarded vendor if the contract value exceeds $1,000. No bid bond or performance bond is required, and the resulting contract may be partially or totally funded with federal funds. The vendor must operate as an independent contractor with discretion over days and hours of operation, and no subcontracting is permitted; additionally, if the Grand American event is not held at the complex in any given year, IDNR will not collect the annual lease payment for that year.
