About this opportunity

The Illinois Department of Natural Resources (IDNR) is accepting bids for a five-year lease of one 20-foot by 40-foot unit (Building 5, Space 501) located at the World Shooting and Recreation Complex (WSRC) in Sparta, Illinois, situated in Richland County. The leased space, positioned along the trap course at this premier Midwest shooting venue that hosts the Amateur Trapshooting Association Grand Championship and features 120 trap houses and sporting clay courses, is intended for the sale of goods, merchandise, and/or services to Complex visitors. Qualified bidders must be authorized to conduct business in Illinois, maintain general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, implement a point-of-sale system accepting credit and debit cards, maintain a "Made in the USA" product section, and comply with all applicable federal, state, and local laws including environmental regulations and prevailing wage requirements. The solicitation is being conducted as an Invitation for Bid (IFB) with electronic submission required exclusively through BidBuy; a non-mandatory pre-bid conference is scheduled for February 10, 2026, at 2:00 PM Central Standard Time via WebEx, written questions must be submitted no later than seven days after the conference, and bids are due by February 24, 2026, with award based on the highest price bid for all five years of the initial term. The evaluation criteria center on responsive and responsible bidders meeting all specified requirements, with the State reserving the right to reject any or all bids and waive minor defects. The vendor will have flexibility to determine its own days and hours of operation and will receive water, sewer, electric, telephone, and high-speed internet utilities at no charge.

No set-aside designations or Business Enterprise Program goals apply to this procurement, and there are no restrictions limiting eligible respondents to specific organizational types such as disadvantaged enterprises. The contract includes provisions that if the Grand American event is not held at WSRC in any given year, annual lease payments for that year will not be collected, and in cases where two or more bidders submit identical bids, ranking will be determined by coin flip for two bidders or random drawing for three or more bidders. The initial lease term commences upon final execution and ends December 31, 2030, with a maximum total term not to exceed ten years including any renewal periods. The estimated contract value is under $50,000, with IDNR anticipating a fair and reasonable annual rental amount of no less than $3,000 per year; the total maximum payment under the initial contract term will be completed by IDNR prior to execution. No bid bond or performance bond is required for this solicitation. Bidders may submit exceptions to standard terms and conditions by providing a redlined version with their offer, though the State reserves the right to accept or reject any proposed exceptions, and awards are not final until all protests are resolved through the Protest Review Office.
