About this opportunity

The Illinois Department of Natural Resources (IDNR) is procuring one new tractor for Gebhard Woods State Park located in Morris, Illinois, with a posting date of February 19, 2026 and a due date of February 26, 2026. The tractor must meet specific equipment requirements including a minimum of 100 PTO horsepower with a 115 gross engine horsepower 4-cylinder diesel engine, 12x12 power shuttle transmission, Category II 3-point hitch, 4-wheel drive with limited slip and heavy-duty axle configuration, and minimum tire specifications of 14.9R24 front and 18.4R34 rear with 1,000-pound rear wheel weights. The deliverables include an 84-inch minimum bucket loader with mechanical self-leveling brackets and SSQA compatibility, a manufacturer's standard hydraulic system with minimum three selective rear control valves capable of supporting a rear-mounted boom mower, operator and maintenance manuals (two copies each), and manufacturer-provided training on equipment operation and maintenance. The equipment must be new, unused, and free from defects, provided by an authorized wholesaler or retailer, with delivery on a free-on-board basis to I&M Canal at 401 Ottawa Street, Morris, Illinois 60450 and a standard manufacturer warranty of minimum 24 months. Vendors must comply with all State of Illinois Standard Terms and Conditions for General Services contracts, Illinois Standard Certifications requirements, and maintain required insurance coverage including $1,000,000 general commercial liability per occurrence.

The procurement documents do not specify set-aside designations, restrictions on organization types, disadvantaged enterprise requirements, incumbent vendors, or a detailed budget range. However, all responding vendors must comply with the State of Illinois Standard Certifications document, which imposes 33 mandatory compliance requirements covering legal entity status, felony convictions, environmental violations, anti-corruption prohibitions, workplace standards, equal employment opportunity obligations, drug-free workplace standards for contracts exceeding $5,000 with 25 or more employees, use of United States-manufactured steel products in public works, Illinois Use Tax remittance, employment posting requirements, Illinois Information Technology Accessibility Act Standards compliance, and political contribution restrictions. Vendors making false statements material to the certifications are subject to liability under the Illinois False Claims Act and may face contract voidance, suspension, debarment, denial of payment, civil fines, or criminal penalties. Any subcontractors used must also comply with the same certification and contractual requirements.
