About this opportunity
The Louisiana Department of Transportation and Development is soliciting bids for an Indefinite Delivery/Indefinite Quantity (IDIQ) vegetation management contract in District 04, with proposals due September 16, 2026 at 10:00 a.m. through www.bidx.com; an optional pre-bid conference is scheduled for September 8, 2026 at 9:00 a.m. at District 04 headquarters in Bossier City.
Bidders must hold Louisiana licensure under R.S. 37:2150–2165 in one of four classifications: Highway, Street, and Bridge Construction; Heavy Construction; Earthwork, Drainage, and Levees; or Landscaping, Grading and Beautification. This licensure requirement is a hard eligibility gate.
The scope encompasses vegetation management across seven parishes — Bienville, Bossier, Caddo, Claiborne, Desoto, Red River, and Webster — including clearing and grubbing within right-of-way and easement areas, tree and stump removal (quantities range from 12 to 14 units depending on diameter), tree trimming (10 trees), brush cutting (2 acres), and site cleanup and disposal in accordance with Department specifications. Erosion control must meet Section 204 requirements; quality assurance follows the Department's latest embankment and base-course standards.
The estimated cost range is $100,000 to $250,000. No minimum guarantee is provided. The contract runs from issuance of the Notice to Proceed through June 30, 2027, with two optional one-year renewal periods contingent on mutual agreement. A bid bond of 5% of the total bid amount is required when the bid exceeds $100,000. Bids must be submitted electronically; paper bids are not accepted. Bidders must register online at least 24 hours prior to bid opening. Questions concerning plans must be submitted through the Electronic Plans Distribution Center (Falcon) at least 96 hours before bid opening. Project Engineer Jason Robinson is reachable at 318-371-3039. All project documents are available electronically at wwwsp.dotd.la.gov.
