M.I. Mobilization (07-26)

101.01 1 DESCRIPTION

Mobilization consists of preparatory work and operations, including those necessary for movement of personnel, equipment, supplies, and incidentals to the project site; the establishment of offices, buildings, and other facilities necessary for work on the project; the cost of bonds and any required insurance; and other preconstruction expenses necessary for start of the work, excluding the cost of construction materials.

101.02 2 MATERIALS

Vacant

101.03 3 CONSTRUCTION REQUIREMENTS

Vacant

101.04 4 MEASUREMENT

When the Work Order does not include a pay item for “Mobilization,” the provision of mobilization will be considered by the Department to be for the convenience of the contractor and will not be measured for payment.

When the Work Order includes pay items for Mobilization, mobilization will be measured per each. One Mobilization is measured for each authorized movement of personnel, equipment, supplies, and incidentals to a Work Order site to commence the Work, together with the corresponding demobilization, as authorized by the applicable Work Order. Unless a Work Order expressly authorizes a different number, one instance will be measured per Work Order.

Each instance of Mobilization will be measured under the Work Order value tier established for the applicable Work Order. For this purpose, the Work Order value is the total amount of the Work Order, computed at the time the Work Order is issued, excluding the Temporary Signs and Barricades and Mobilization pay items. The tier is fixed at issuance of the Work Order and is not changed by subsequent measurement of quantities or by alterations made within the limits of Section 104.2; a change in the character of the Work that exceeds those limits and is authorized through a new Work Order will be assigned the tier corresponding to that new Work Order. The Work Order value tiers are:

– Tier 1: Work Order value of $50,000 or less.

– Tier 2: Work Order value greater than $50,000 and up to and including $100,000.

– Tier 3: Work Order value greater than $100,000 and up to and including $150,000.

– Tier 4: Work Order value greater than $150,000.

D-33

101.05 5 PAYMENT

Payment for Mobilization will be made at the contract unit price for the Work Order value tier applicable to the Work Order, multiplied by the number of instances of Mobilizations measured and accepted under that Work Order. The contract unit price for each tier is full compensation for the preparatory work and operations described in 727.1, including movement of personnel, equipment, supplies, and incidentals to and from the Work Order site, and demobilization. The lump sum partial payment schedule of Table 727.5-1 does not apply. Payment for each Mobilization will be made on the monthly estimate covering the period in which that mobilization to the Work Order site is completed and accepted, in accordance with Section 109.5 as amended.

No additional Mobilization will be measured for movement between locations included in the same Work Order, return trips, inefficient sequencing, standby, corrective Work, replacement of rejected Work, failure to complete Work during an approved work period, remobilization due to Contractor convenience, or remobilization caused by the Contractor’s means, methods, scheduling, staffing, equipment, or failure to prosecute the Work.

No payment adjustments will be made for this item due to changes in the work under Section 109, except that the number of Mobilizations measured will reflect the movements actually authorized and performed under each Work Order and any approved Work Order modification.

Payment will be made under:

M.I. Temporary Signs and Barricades (07-26)

101.06 1 DESCRIPTION

Furnish, install, maintain, and remove temporary construction barricades, precast concrete barriers, lights, signals, pavement markings, and signs; provide flaggers; and comply with all other requirements regarding the protection of the work, workers, and safety of the public.

Unless otherwise noted in the plans or special provisions, this work also provides for traffic control management in compliance with the Manual On Uniform Traffic Control Devices (MUTCD), including the installation, inspection, maintenance, and removal of all traffic control devices relative to work on the project. Signs, barricades, barriers, channelizing devices, pavement markings, or any other temporary traffic control measures shall comply with plan details, Temporary Traffic Control Standards, the MUTCD, and these specifications.

Signs, barricades, barriers, channelizing devices, pavement markings, and arrangements thereof, as shown on the plans, are minimum requirements.

D-34

Furnish and install appropriate signs for special conditions as directed. Requirements for proper signs, barricades, barriers, channelizing devices, or other safety precautions promulgated by the contractor’s insurers are not negated by these specifications. These specifications shall not be construed to relieve the contractor of responsibilities for the safety of the public, for liability in connection therewith, or compliance with state and local laws or ordinances.

Assign one or more authorized Traffic Control Supervisors (TCS) to provide traffic control management for the project. If assigning more than one TCS, then submit a weekly schedule identifying who will be in charge of providing traffic control management on a daily basis to the engineer. The TCS shall have a set of all contract documents relating to traffic control (and traffic staging if applicable), a current copy of the MUTCD, and a current copy of Temporary Traffic Control Standards readily available at all times.

If a subcontractor provides traffic control management, the subcontractor’s TCS shall meet all the requirements set forth herein.

The contractor may assign one or more Traffic Control Technicians (TCT) to assist the TCS in inspection and maintenance of Traffic Control Devices.

101.07 2 MATERIALS

Materials for temporary signs, barricades, barriers, and related devices shall comply with section 713.2 of the 2026 Louisiana Standard Specifications for Roads and Bridges.

101.08 3 CONSTRUCTION REQUIREMENTS

Construction requirements for temporary signs, barricades, barriers, and related devices shall comply with section 713.3 of the 2026 Louisiana Standard Specifications for Roads and Bridges.

101.09 4 MEASUREMENT

When the Work Order does not include a pay item for “Temporary Signs and Barricades,” the provision of temporary construction signs, barricades, and related devices will be considered by the Department to be for the convenience of the contractor and will not be measured for payment.

When the Work Order states that temporary traffic control will be provided by Department forces or another entity, the Contractor shall not furnish such temporary traffic control and no payment will be made to the Contractor for Temporary Signs and Barricades, except for specific traffic control work expressly assigned to the Contractor and included for payment in the Work Order.

When the Work Order includes a pay item for "Temporary Signs and Barricades," the furnishing, erecting, maintaining, and subsequent removing of temporary construction signs, barricades, and related devices will be measured per each. One Temporary Signs and Barricades represents one instance of Temporary Signs and Barricades for a Work Order and comprises all temporary construction signs, barricades, and related traffic control devices (including, but not limited to, Type I, II, and III barricades, vertical panels, drums, cones, delineators, and flashing

D-35 arrow boards) required for that Work Order by the Department-approved Work Order traffic control layout, the MUTCD, and the direction of the Engineer. Unless a Work Order expressly authorizes a different number, one instance will be measured per Work Order. Where a single Work Order authorizes work at multiple discrete sites requiring separate, independent traffic control setups, the Work Order will state the number to be measured. Each instance of Temporary Signs and Barricades will be measured under the Work Order value tier established for the applicable Work Order.

Flashing arrow boards will not be measured for separate payment, but will be included in the contract price each for Temporary Signs and Barricades.

Traffic control management will not be measured for payment.

Nighttime construction operations will not be measured for payment.

101.10 5 PAYMENT

Payment for temporary construction signs, barricades, and related devices will be made at the contract unit price for the Work Order value tier applicable to the Work Order, multiplied by the number measured and accepted under that Work Order (normally one per Work Order). The contract unit price for each tier is full compensation for furnishing, erecting, maintaining for the duration of the Work Order, temporarily removing and replacing, replacing damaged or noncompliant devices, relocating as directed within the Work Order, and finally removing all temporary construction signs, barricades, flashing arrow boards, and related devices required by the Work Order, the MUTCD, and the Engineer.

No additional Temporary Signs and Barricades will be measured or paid for re-establishment of traffic control associated with return trips, inefficient sequencing, standby, corrective Work, replacement of rejected Work, failure to complete Work during an approved work period, or re-setup caused by the Contractor's means, methods, scheduling, staffing, equipment, or failure to prosecute the Work.
