About this opportunity
The Louisiana Department of Transportation and Development is soliciting bids on an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for concrete patching services across District 04 (seven parishes: Bienville, Bossier, Caddo, Claiborne, DeSoto, Red River, and Webster), with electronic bids due October 28, 2026 at 10:00 a.m. through www.bidx.com.
Bidders must hold Louisiana licensure under Revised Statutes 37:2150–2165 for Highway, Street, and Bridge Construction, or Driveways, Parking Areas, Asphalt and Concrete classifications — a mandatory eligibility gate. Online registration through wwwsp.dotd.la.gov is required prior to bid submission; no registrations will be approved within 24 hours before bid opening, and unregistered bidders will be rejected.
Scope includes repair and rehabilitation of existing portland cement concrete pavements: full and partial depth patching, joint cleaning and resealing, crack sealing, diamond grinding and grooving, dowel bar retrofitting, undersealing, and slabjacking on NHS and non-NHS routes. Work is performed in accordance with 2026 Louisiana Standard Specifications for Roads and Bridges as amended by project special provisions. Up to three work orders may be active concurrently. Payment is structured by line item: joint work (linear foot), crack sealing (linear foot), patching (square yard), grinding and grooving (square yard), dowel bar retrofit (each), and undersealing/slabjacking (ton or per hole or square yard, depending on method).
The estimated cost range is $250,000 to $500,000 for informational purposes only; actual bid prices will be evaluated against the actual estimate value published at bid opening. The contract term runs from the Initial Notice to Proceed through June 30, 2027, and may be renewed for two additional one-year periods by mutual agreement. There is no minimum guarantee.
An optional pre-bid conference is scheduled for October 20, 2026 at 10:00 a.m. at District 04 Headquarters in Bossier City. Questions must be submitted via the Electronic Plans Distribution Center (Falcon); questions submitted within 96 hours prior to bid opening (excluding weekends and holidays) may not be answered before bidding. All project documents are available in electronic format only through the LA DOTD website.
