About this opportunity

The Florida Department of Health, Duval County Health Department, Environmental Health Division is proceeding with a single-source purchase of a fully automated desktop microbiological testing water system, with the last day for receipt of information November 4, 2026 at 10:00 a.m. IDEXX Laboratories, Inc. is identified as the sole intended source for the IDEXX Tecta Automation Technology instrument (Model B16, 115V, TECTAB16A 115-02). The agency invites prospective vendors to provide information regarding their ability to supply the described commodities or services; however, if the agency determines in writing that the commodities are available only from a single source, it will proceed with the single-source contract.

The system must be EPA-approved and accredited by the Bureau of Public Health Laboratories to perform microbiological testing on potable and non-potable water. The procurement scope includes the instrument, supplies, service plan, training, and installation services. The agency justifies single-source acquisition on the grounds that this is the only compact, EPA-approved microbiological water testing system capable of providing laboratory-grade results on site that meets the Department's needs, and IDEXX is the exclusive manufacturer and seller of this instrument along with its installation, training, and service plan including calibration.

The estimated contract value is $45,187.35 for a one-year term. The purchase was approved by Sonja German, Purchasing Director. The 15 business day comment period complies with Florida Statutes Sections 120.57(3) and 287.057(3).
