About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are soliciting multiple Time-and-Material Price Agreements for fuel pump dispenser maintenance and repair services to be delivered across all Missouri counties organized by five operational districts (Northwest, Northeast, Kansas City, Central, St. Louis, Southwest, and Southeast) from July 1, 2026, through June 30, 2029, with the option for up to two additional one-year extensions. The services encompass calibration of fuel islands, repair of electrical issues, replacement or repair of fuel pumps and motors, replacement or repair of pulsers, fuel tank repair, and fuel tank cleaning, with emergency service response required within six business hours of notification. Bidders must submit county-specific pricing as a fixed hourly maintenance rate and a supplies mark-up percentage not to exceed 15 percent of actual material costs, with the evaluation weighted 60 percent toward the fixed hourly rate and 40 percent toward the materials and supplies mark-up, awarding points to the lowest bidders in each category. Required qualifications include General Liability insurance of at least $600,000 per occurrence and $4,000,000 aggregate, Business Automobile Liability insurance of $600,000 per occurrence and $4,000,000 aggregate, Missouri Workers' Compensation coverage with $1,000,000 employer's liability insurance, and enrollment in the E-Verify federal work authorization program with sworn affidavits of lawful presence. The invitation for bid opened April 23, 2026, and closes on May 12, 2026, at 2:00 PM Central Time, with no pre-bid conference or site tour scheduled. Upon contract execution, a contract bond equal to the contract price is required, and contractors may charge $0.75 per mile for one round trip mobilization from their business address to the MoDOT job site, with disputes resolved by Google Maps mileage calculations.
The solicitation documentation does not identify any specific set-aside designations for disadvantaged enterprises or restrictions limiting the types of organizations that can respond, nor does it list any incumbent vendors or current contractors. The contract is structured on an as-needed, if-needed basis with no guaranteed minimum services, and payment terms are Net 45 days. MoDOT reserves the right to award multiple contractors per district or county to ensure uninterrupted service delivery, designating contractors as either prime or contingency, and no price increases are permitted during the first six months of the original contract period or any renewal period. The procurement documents do not specify an overall award value or budget range, as pricing is submitted on a county-by-county basis and the contract operates as a time-and-material agreement based on actual services rendered.
