About this opportunity
Huron Valley Schools, in partnership with the CoPro+ cooperative purchasing program managed by the Public Procurement Institute of Michigan, is requesting qualifications for ice melt supply services available statewide to Michigan school districts and counties under RFQu HV-775-051226-A, with proposals due September 28, 2026 at 12:00 PM Eastern Time.
The scope covers ice melt products labeled safe for vegetation and suitable for concrete sidewalks and school entrances, with Huron Valley Schools consuming approximately 2,200 bags of 50-pound product annually. Vendors must demonstrate a minimum of three customer references for ice melt products or services of similar size, scope, and complexity within the past five years. Delivery is required to seventeen Huron Valley Schools locations across the district during normal business hours unless otherwise approved. Out-of-state suppliers are not required to obtain a Michigan LARA Certificate of Authority for proposal submission or contract award consideration; compliance is required only as mandated under applicable Michigan law. Vendors may establish reasonable minimum order quantities, including pallet minimums, if clearly disclosed in the pricing schedule, and may structure delivered pricing using defined geographic freight or delivery zones within Michigan with all charges clearly identified. Each vendor must state its own realistic emergency response timeframe, including any geographic limitations and weather-related restrictions.
All delivered unit prices must be quoted F.O.B. destination, freight prepaid, and include a 2.0 percent administrative and remittance fee payable to PPIM. Pricing must remain firm for a minimum of ninety days from the contract effective date, with documented adjustments thereafter requiring thirty days' written notice and supporting documentation. Proposals must remain valid for at least 120 days from the due date.
The resulting contract is a three-year statewide cooperative agreement with two one-year renewal options. Huron Valley Schools reserves the right to award to one or multiple vendors and to add additional vendors to the prequalified vendor pool during the contract period. The master agreement award date is anticipated for October 2026. Evaluation criteria total 100 points: Statement of Work compliance (25 points), Company Profile (15 points), References (20 points), and Pricing (40 points). Vendors must comply with background check requirements for all personnel entering school grounds and submit quarterly reports.
