About this file
This is Addendum 1 to a Request for Quotation (RFQu #HV-775-051226-A) issued by Huron Valley Schools in Michigan for ice melt products. The addendum addresses clarifications and questions submitted by bidders prior to the bid deadline of 12:00 PM on Monday, September 28, 2026. Huron Valley Schools anticipates establishing a prequalified pool of multiple vendors to serve seventeen HVS locations listed in Attachment B, with participating agencies retaining the right to request quotations from vendors within the pool as specific needs arise. The procurement process allows for flexibility in vendor selection and subsequent purchase orders based on actual demand.
Regarding pricing and vendor requirements, bidders may establish reasonable minimum order quantities, including pallet minimums, provided such minimums are clearly disclosed in the pricing schedule. Vendors are permitted to structure delivered pricing using defined geographic freight or delivery zones within Michigan, with all applicable delivery charges clearly identified. Out-of-state suppliers are not required to obtain a Michigan LARA Certificate of Authority solely for proposal submission or contract award consideration; compliance is required only as mandated under applicable Michigan law. Each vendor must state its own realistic emergency response timeframe, including any geographic limitations and weather-related restrictions, which may be evaluated as part of service capability assessment. All pricing differences must be clearly defined, consistently applied, and fully disclosed, with undisclosed charges prohibited.

Addendum Number 1
| Project: | Ice Melt – RFQu # HV-775-051226-A |
| Bid date: | 12:00 PM, Monday, September 28, 2026 (UNCHANGED) |
| Issue date: | September 8, 2026 |
Below are the questions asked by bidders, with the school district’s answers below:
1. Does Huron Valley Schools/CoPro+ require an out-of-state supplier to obtain a Michigan LARA Certificate of Authority as a foreign LLC:
· prior to proposal submission,
· prior to contract award, or
· only if otherwise required under applicable Michigan law?
Huron Valley Schools/CoPro+ does not require an out-of-state supplier to obtain a Michigan LARA Certificate of Authority solely to submit a proposal or receive consideration for an award. A supplier must obtain and maintain a Certificate of Authority only when required under applicable Michigan law based on the supplier’s activities in the state. Each supplier is responsible for determining and maintaining its own legal authority to perform under the resulting contract and must provide evidence of compliance upon request.
2. May a vendor establish reasonable minimum order requirements, such as pallet quantities, provided those minimums are clearly disclosed in the proposal and pricing schedule? Yes. Vendors may establish reasonable minimum order requirements, including pallet quantities, provided the minimums are clearly disclosed in the proposal and Attachment A – Pricing Schedule. If stated by pallet, the vendor should also identify the equivalent number of bags.
3. May vendors structure delivered pricing using defined freight or delivery zones within Michigan, provided all applicable delivery charges are clearly identified and disclosed? Vendors may establish defined freight or delivery zones for locations in Michigan, specifying geographic boundaries, pricing, and any limitations. For Huron Valley Schools, the delivered unit price in Attachment A must include standard delivery costs to the seventeen HVS locations listed in Attachment B, provided orders meet the vendor's minimum. Any charges for other participating agencies must be disclosed in the vendor’s quotation response.
4. Because transportation costs can vary substantially across Michigan, may a vendor offer different delivered prices by geographic region, delivery zone, or participating-agency location, rather than one uniform statewide delivered price? Yes. Vendors may offer different delivered prices by geographic region, delivery zone, or participating-agency location. Pricing differences must be clearly defined, consistently applied, and fully disclosed. Each quotation must identify the product price and all applicable freight, fuel, handling, pallet, liftgate, or other delivery charges. Undisclosed charges will not be permitted.
5. Is there a specific minimum emergency-delivery standard vendors must meet, or should each vendor state its own realistic emergency response timeframe? Each vendor should state its realistic emergency response timeframe, including any geographic limitations, order cutoff times, product-availability conditions, or weather-related restrictions. The proposed emergency-delivery capability may be considered as part of the evaluation of the vendor’s service capabilities.
6. Can you confirm that Huron Valley Schools anticipates establishing a prequalified pool of multiple vendors and that participating agencies may subsequently request quotations from vendors within that pool before issuing individual purchase orders? Yes. Huron Valley Schools anticipates establishing a prequalified pool consisting of multiple vendors, while retaining the right to determine the number and structure of awards. As specific needs arise, participating agencies may issue quotation requests to vendors within the pool.
