About this opportunity

The Pennsylvania Department of Transportation is requesting bids for rehabilitation of State Route 80 bridges over State Route 254 and reconstruction of SR 254 in Northumberland County's Turbot Township, with bids due October 22, 2026. This is a federally funded project under FHWA oversight subject to Buy America and Build America Act compliance. Prequalification is required for all bidders.

The scope encompasses pier repair or construction on SR 80 eastbound and westbound; moment slab barrier construction; full-depth reconstruction of approximately 1.4 miles of SR 254; guide rail installation; and miscellaneous construction across approximately 0.20 to 0.22 mile segments. The bid package contains approximately 150 line items ranging from lump-sum mobilization and equipment packages to thousands of units of pavement markings, concrete reinforcement, and erosion control products. Specialized work includes micropile installation, fiber-reinforced polymer wrapping of existing columns, and infiltration testing for stormwater management.

The estimated project cost ranges from $5 million to $7.5 million, with 68% of work classified as structure work. The contract term runs from an anticipated Notice to Proceed on December 7, 2026 through required completion by October 17, 2028. Prevailing wage rates for heavy construction apply under Pennsylvania law.

Construction is subject to operational restrictions: no work during designated holidays; tree cutting prohibited May 15 to July 31 to protect Indiana Bat habitat; nighttime lane closures permitted only between 6 p.m. and 5 a.m. Sunday through Friday. Road User Liquidated Damages will be assessed for lane closures at varying hourly rates depending on time of day and direction.
