About this opportunity

The Illinois State Toll Highway Authority (ISTHA) is requesting bids on asphalt overlay and pavement marking improvements on the Tri-State Tollway (I-294) between Mile Post 29.9 and Mile Post 33.5 in DuPage and Cook Counties under Contract I-26-2064, with electronic bids due November 13, 2026 at 10:30 a.m. Central Time. Illinois business bid preference of 4% applies to the lowest responsive and responsible bid submitted by an Illinois business (operating and headquartered in the state for at least one year prior to bid advertisement) where a non-Illinois business also submits a bid; the preference does not apply if federal funds create a conflict with federal law.

The scope includes asphalt pavement, shoulder, and concrete pavement overlay and patching; pavement marking improvements; maintenance of traffic; and erosion and sediment control. Work shall commence on or about February 15, 2027, with completion required by November 30, 2027. A DBE utilization goal of 20.0% of core work and a VOSB participation goal apply. Prevailing wage requirements under the Illinois Prevailing Wage Act apply, with certified payroll due monthly by the 15th of the following month.

A 5% bid guaranty must accompany all submissions. Bidders may apply Bid Credit Incentive Programs with a maximum cap of $325,000 toward their bids. An optional pre-bid meeting will be held via Microsoft Teams on October 14, 2026, at 2:00 p.m. Central Time. Award will be made to the lowest responsive and responsible bidder. All submissions must be electronic via BidBuy; paper responses will not be accepted per CPO Notice 2023.12. Required documents include Vendor Disclosure forms, DBE and VOSB utilization plans, bid bonds, and affidavits for Illinois business preference (if claiming eligibility). Bid results will be posted at www.illinoistollwaybidding.com. Pre-qualification by the Illinois Department of Transportation is not required.
