About this opportunity

The Illinois State Toll Highway Authority (ISTHA) is issuing competitive sealed bid solicitation I-25-2033 for asphalt overlay and pavement marking improvements on the Tri-State Tollway (I-294) between Mile Post 23.0 at Flagg Creek and Mile Post 29.5 at Cermak Road in Cook County, Illinois. The project scope encompasses mainline and shoulder surface removal and overlay, ramp and ramp shoulder surface removal and overlay, ramp pavement patching, bike trail and oasis access road repairs, pavement markings, maintenance of traffic, and miscellaneous work, with specific pay items including removal of unsuitable material (12 cubic yards), asphalt surface removal (ranging from 608 to 8,009 square yards), stone matrix warm mix asphalt applications (ranging from 26,217 to 118,364 tons), and pavement marking work. Electronic bids must be submitted via BidBuy no later than 10:30 a.m. on March 20, 2026, with an optional pre-bid meeting scheduled for February 23, 2026, at 3:00 p.m. via Microsoft Teams. Work is scheduled to commence on or about June 15, 2026, with a completion deadline of November 30, 2027, followed by a two-year contract term through November 30, 2029, with options to renew for up to two additional years. Bidders must obtain IDOT prequalification, register with the Illinois Department of Human Rights, submit a bid guaranty equal to five percent of the total bid amount, and maintain an Illinois office as the primary place of business. Prevailing wage requirements apply under the Illinois Prevailing Wage Act, with certified payroll reporting mandatory via the Tollway's LCPtracker system on a weekly basis, and contractors must provide performance and payment bonds equal to the contract price with an acceptable corporate surety.

This solicitation includes specific set-aside designations and participation goals requiring Disadvantaged Business Enterprise (DBE) participation of 24 percent of Core Work, Equal Employment Opportunity (EEO) goals with women representing at least 6.9 percent and minorities 19.6 percent for Cook County, and Veteran Small Business (VOSB) participation goals of 1.5 percent. Eligible Illinois businesses that have been operating and headquartered in the state for at least one year prior to bid advertisement are eligible for a 4 percent bid preference, provided they submit the required Affidavit for Illinois Business Bid Preference with supporting documentation at the time of bid submission. All vendors must complete and submit mandatory vendor disclosure forms, either the standard Vendor Disclosure Form (formerly Forms A) for non-IPG registered vendors or the IPG Active Registered Vendor Disclosure Form (formerly Forms B) for vendors with active Illinois Procurement Gateway registration numbers, with failure to submit complete and accurate disclosures potentially rendering bids non-responsive and resulting in vendor disqualification. A Bid Credit Incentive Program cap of $375,000 applies to this solicitation. All submissions must be made electronically through BidBuy in compliance with CPO Notice 2023.12; paper responses will not be accepted under any circumstances. The specific contract award value is not disclosed in the solicitation documents provided.
