About this opportunity
The Louisiana Department of Transportation and Development (LA DOTD) is soliciting electronic bids for improvements on LA 3241 from the I-12/LA 434 Interchange to LA 36, a federal-aid highway project, with bids due November 18, 2026 at 10:00 a.m. Eastern Time through www.bidx.com. The successful contractor must hold a license under La. R.S. 37:2150-2165 for highway, street, and bridge construction. Bidders must complete LA DOTD online registration before submission, and no registrations are accepted within 24 hours before bid opening.
The work covers approximately 4.818 miles and includes clearing and grubbing, grading, drainage structures, lime treatment, asphalt milling, pavement patching, Class II base course, asphalt and Portland cement concrete pavement, a detour road, precast concrete piles, precast-prestressed concrete girder bridge spans, and lighting. Bridge and materials work must comply with Build America, Buy America provisions for domestically manufactured iron, steel, and construction materials. Payroll must be submitted electronically through AASHTOWare Civil Rights & Labor Software. Required insurance includes workers' compensation with employer liability of at least $1,000,000 for work over water with maritime exposure, commercial general liability with combined single limits from $1,000,000 to $5,000,000 depending on initial contract amount, owner's and contractor's protective liability with reimbursement of direct costs only, and business automobile liability, all placed with A.M. Best A-:VI or higher insurers. The project includes on-the-job training with estimated trainee hours of 12,000 for up to twelve trainees and requires Storm Water Pollution Prevention Plans.
The estimated project cost ranges from $100 million to $125 million, and the final award amount will be determined by actual estimate values published at bid opening. The project uses Cost-Plus-Time (A+B) bidding with a daily road user cost of $10,500 per calendar day. The contractor must complete a 90-calendar-day assembly period before regular construction begins, during which it is responsible for traffic maintenance, and certain maintenance work carries no time charges. The apparent low bidder must submit a pre-award Critical Path Method schedule within 20 calendar days of bid letting. The project includes price adjustments for asphalt cements, fuels, and steel under established indices. The attached proposal places the project in St. Tammany Parish. Project engineer Darrick Berner and project manager Christina Brignac are named.
