About this opportunity
The City of Newark, New Jersey is seeking bids for Invitation to Bid (ITB) #2023-05, which involves procuring bulk industrial chemicals for water treatment, specifically hypochlorite, liquid sodium (swimming pool disinfectant and supplies). The procurement is for a two-year contract covering multiple chemical products including hypochlorite, hydrochloric acid, solar salt, and sodium bicarbonate. The City anticipates an average monthly usage of 15,000 gallons, with individual delivery orders ranging from 2,000 to 5,000 gallons, to be delivered to six different recreation centers within 1-2 days of order receipt. Bidders must quote unit costs for each chemical product for both Year 1 and Year 2, with all costs inclusive of labor, materials, transportation, shipping, handling, and delivery. Electronic bids will be accepted through the City's e-Procurement Portal until 10:15 am on April 27, 2023, with a strict requirement for electronic submission and no late submissions permitted. All products must meet specific standards, including 15% sodium hypochlorite adhering to AWWA B300-87 standards, and bidders must provide Material Safety Data Sheets (MSDS) with their submissions.
The procurement appears to have no specific set-aside designations for disadvantaged enterprises, though bidders must comply with affirmative action regulations and anti-discrimination provisions. Vendors must submit various required forms, including a Hold Harmless Agreement and Non-Collusion Affidavit. While no specific budget range is explicitly stated, the contract covers chemical supplies for multiple recreation centers with an anticipated monthly usage of 15,000 gallons. The City reserves the right to reject bids, waive informalities, and adjust contract quantities based on actual requirements. Potential bidders should carefully review all documentation, including technical specifications and compliance requirements, to ensure full alignment with the City's procurement needs. The comprehensive nature of the bid suggests a substantial ongoing requirement for water treatment chemicals across Newark's recreational facilities.
