About this opportunity

The Oregon Department of Human Services (ODHS), specifically the Office of Resilience and Emergency Management (OREM), is issuing a Request for Applications (RFA) to establish multiple Price Agreements for on-call hygiene services during emergency or disaster events. The procurement seeks vendors capable of providing comprehensive hygiene services including portable restroom facilities, hand wash stations, shower facilities, laundry services, waste removal, dump station facilities, and comfort kits for ODHS clients affected by declared emergencies, extreme weather incidents, or other critical service scenarios. Qualified applicants must demonstrate the ability to provide these services across Oregon, with specific requirements including ADA accessibility, maintenance capabilities, and utility management. The RFA requires applicants to submit current service rates, detailed service area coverage, relevant licenses and certifications, and demonstrate organizational capacity to respond quickly during emergency situations. The initial contract term runs through June 30, 2025, with potential extensions up to seven years, and a pre-application information meeting is scheduled for August 26, 2024. Applicants will be evaluated on their responsibility, including financial resources, past performance, legal compliance, and operational expertise.

The ODHS encourages participation from small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID), with particular emphasis on minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. Applicants must complete a COBID Outreach Plan detailing their strategy for engaging certified firms in subcontracting opportunities and reporting subcontract details. While specific award values are not explicitly stated, the RFA indicates ODHS will award multiple Price Agreements until sufficient vendors are secured or available funding is exhausted. Vendors must provide all-inclusive rates per service unit and may offer volume-based discounts. The procurement requires comprehensive insurance coverage, compliance with federal and state laws, and the ability to provide services statewide. Applicants must disclose any criminal or civil charges, contract terminations, lawsuits, or financial distress within the past three years, and possess a valid Pay Equity Compliance Certificate, if applicable. The ODHS seeks to establish a robust network of hygiene service providers capable of rapid deployment during emergency situations.
