About this opportunity

The Brazos River Authority is requesting proposals from engineering firms to assess the Hydrostatic Pressure Relief System and downstream river channel condition at Sterling C. Robertson Dam and recommend or design remedial improvements, with proposals due October 14, 2026 at 10:00 a.m. The scope spans technical evaluation, engineering design phases, and potential construction oversight to achieve a 40-year minimum service life extension for all assessed components.

The assessment addresses three primary elements: HPRS condition and functionality across West Embankment, Service Spillway, and East Embankment; structural integrity of stilling basin concrete (slab, baffle blocks, end sill, walls, clean-out drains); and downstream river channel and bank erosion, with design and construction oversight to follow current USACE and TCEQ requirements for large high-hazard dams. Sterling C. Robertson Dam is located in Leon and Robertson Counties, approximately 22 miles northeast of Franklin, Texas.

Compensation is time and materials up to a mutually agreeable not-to-exceed amount. Respondents must carry minimum insurance: General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Professional Liability ($5,000,000 per claim / $10,000,000 aggregate), Workers' Compensation (statutory), Automobile Liability ($1,000,000 per claim), Employers' Liability ($1,000,000), and Pollution Liability ($1,000,000 per claim). Proposals may not include price information; pricing submissions are automatically disqualified.

The Brazos River Authority will evaluate proposals on respondent qualifications, relevant experience with similar projects, ability to perform promptly without delay, and the proposed service-delivery plan, followed by negotiation. The non-mandatory pre-proposal meeting and site visit is September 15, 2026, with in-person and virtual Microsoft Teams options. Questions are due by 4:00 p.m. on September 22, 2026. The deadline to submit a Non-Disclosure Agreement for access to the Previous Inventory and Evaluation Report is 5:00 p.m. on September 2, 2026. Proposals, submitted electronically via BidNet Direct, by mail, or by hand delivery to 4600 Cobbs Drive, Waco, Texas 76710, must be a maximum of 25 pages in tab format and include company information, detailed technical experience, key personnel qualifications with Texas Professional Engineer licenses, quality control methodologies, and required forms (W-9, Conflicts of Interest Questionnaire, Non-Collusion Affidavit, State of Texas Subcontracting Plan, and Acknowledgment of RFP and Receipt of Addenda).

Opportunity text

This Request for Proposal (RFP) solicits information from engineering firms as to their qualifications to conduct an engineering investigation to assess the following: 1) the condition and functionality of the HPRS and recommend remedial improvements (as needed) for all HPRS components and instruments in the West Embankment, Service Spillway, and East Embankment; 2) the structural condition of the stilling basin concrete components (i.e., slab, baffle blocks, end sill, walls, clean-out drains, etc.) in order to determine any necessary structural repairs, and 3) the downstream river channel and river banks to determine the recommended erosion protection system alternatives that will fully remediate the existing scouring and erosion present, prevent future destabilization that can lead to undermining the safety and stability of the dam; in order to achieve an additional minimum service life of 40 years for all assessed components. In addition, if applicable, to design and oversee the construction of the required improvements or rehabilitation efforts in accordance to applicable current USACE and TCEQ requirements for large high hazard dams.
