RFP No. 26-1385 HPRS ASSESSMENT AND DOWNSTREAM RIVER CHANNEL IMPROVEMENT PAGE 5 of 16
1. General Sterling C. Robertson (SCR) Dam, owned and operated by the Brazos River Authority, is a large high hazard dam (as defined by TCEQ) that was designed by URS/Forrest and Cotton, Inc. and was constructed in 1978 to form the Lake Limestone Reservoir. SCR Dam is located in both Leon and Robertson Counties, approximately 22 miles northeast of Franklin, Texas. It has two earthen embankment dam sections that extend for a total combined length of 7995.5 feet, a concrete spillway structure that is 399.5 feet in length and includes 5 radial Tainter gates, as well as an emergency spillway section that is 3,000 feet long. Normal pool for the reservoir is elevation 363 ft-msl with a storage capacity of approximately 208,017 acre-feet. In addition, a Hydrostatic Pressure Relief System (HPRS) was constructed within the service spillway and both embankments to provide drainage, control hydrostatic pressures, and improve stability. Below is a summary description of the HPRS Components (consisting of relief wells, vertical sand drains, rock toe drains, underdrains, and drain outlets) and instrumentation (consisting of piezometers, settlement plates, and survey monuments) within the embankments and service spillway at the Dam.
i. West Embankment HPRS
a. The West Embankment HPRS includes a drainage blanket along the foundation contact beneath the downstream shell. The drainage blanket connects the vertical (chimney) filter to a perforated, 10-inch diameter toe drain collector pipe, which runs along the toe of the embankment beneath the downstream waste berm. The toe drain collector is connected to seven 10-inch diameter toe drain outlet pipes, which extend laterally to outlet 20 feet downstream of the waste berm. Both the toe drain collector and seven outlet pipes are asbestos bonded, bituminous coated, galvanized, 16-gauge corrugated metal pipe.
ii. Service Spillway HPRS
a. The Service Spillway HPRS includes a sand and gravel drainage layer beneath the base of the structure, a network of perforated cast iron pipes with vertical risers that outlet in the training walls, twenty-two 18-inch vertical sand drains, and eight relief wells that could be pumped. Perforated, asbestos-cement pipes provide drainage behind the spillway training walls. The system also includes 29 cleanouts in the stilling basin slab.
iii. East Embankment HPRS
a. The East Embankment HPRS includes a vertical chimney filter downstream of the core.
The chimney filter is connected to a drainage blanket along the foundation contact beneath the downstream shell. The drainage blanket conveys seepage to a longitudinal rock toe drain. Six aggregate drains convey water from the rock toe drain to gravel chimneys located at least 30 ft downstream of the Dam toe (no pipes were used in this system).
iv. HPRS Instrumentation
a. The HPRS Instrumentation consists of well point type piezometers, settlement plates, and survey monuments. These were installed to measure hydrostatic pressures in the foundation soils under the spillway and embankment, as well as to detect horizontal movement and settlement of the spillway and embankments.
b. A network of fifty-one (51) standpipe piezometers are used to monitor water pressures within the Dam. There are currently twenty-six (26) piezometers in the West Embankment, nine (9) in the East Embankment, and sixteen (16) piezometers in the Service Spillway.
c. Three settlement plates (SP-1, SP-2, and SP-3) were originally installed along the West
Embankment to measure settlement due to consolidation of the embankment foundation soils.
d. A survey control network was installed with six (6) permanent primary control points (each comprised of an iron rod set in concrete with a threaded bolt on top), two permanent bench
RFP No. 26-1385 HPRS ASSESSMENT AND DOWNSTREAM RIVER CHANNEL IMPROVEMENT PAGE 6 of 16 marks, thirteen monitoring stations along the service spillway (consisting of a threaded bolt and plate embedded into concrete), and 21 centerline stations (comprised of iron rods buried in the centerline of the road across the earthfill portion of the Dam). These points are used to monitor for settlement and horizontal movement of the embankments and service spillway.
This Request for Proposal (RFP) solicits information from engineering firms as to their qualifications to conduct an engineering investigation to assess the following: 1) the condition and functionality of the HPRS and recommend remedial improvements (as needed) for all HPRS components and instruments in the West Embankment, Service Spillway, and East Embankment; 2) the structural condition of the stilling basin concrete components (i.e., slab, baffle blocks, end sill, walls, clean-out drains, etc.) in order to determine any necessary structural repairs, and 3) the downstream river channel and river banks to determine the recommended erosion protection system alternatives that will fully remediate the existing scouring and erosion present, prevent future destabilization that can lead to undermining the safety and stability of the dam; in order to achieve an additional minimum service life of 40 years for all assessed components. In addition, if applicable, to design and oversee the construction of the required
2. Scope of Services The work involved may include planning and/or preliminary engineering design, final engineering design and bidding support services, as well as construction phase services in accordance to applicable USACE and TCEQ requirements for large high hazard dams (as defined by TCEQ). The Brazos River Authority reserves the right to award to the selected Firm one or more Professional Services Contracts for each improvement and/or group of combined improvements listed in Section 1. General of this RFP.
The following is a general overview of the possible Scope of Services that may be required for each improvement listed in Section 1. General of this RFP:
