About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Transportation Cabinet Division of Equipment, issued Request for Bid (RFB) 758 2000000598 on April 13, 2020, seeking to procure one new hydroseeder unit with a 1,000-gallon capacity. The solicitation requires a completely self-contained liquid/seed spray system mounted on a heavy-duty steel skid frame suitable for Class 8 flatbed truck mounting, capable of spraying mixtures of water, seed, fertilizer, ground limestone, wood fiber mulch, and other additives. Specifications mandate a minimum 33-horsepower liquid-cooled Tier 4 diesel engine, a centrifugal pump with 170 gallon-per-minute capacity, a mechanical paddle-type agitator with hydraulic drive, a 360-degree discharge boom, a 200-foot extension hose with power reel, comprehensive operator manuals, and one day of manufacturer-provided training on safety, operation, and preventive maintenance. The approved model is the Finn Model T-120S or an equal alternative, with bidders proposing alternate equipment required to submit detailed descriptive literature for equality verification. The equipment must be shipped to the KYTC Division of Equipment Receiving Shop at 1239 Wilkinson Boulevard, Frankfort, Kentucky 40622, with billing directed to 1234 Wilkinson Boulevard. Written questions were due by April 17, 2020 at 10:00 AM ET, and bids were due by April 27, 2020 at 1:30 PM ET through the Kentucky Vendor Self Service eProcurement system. Award will be determined using best value ranking with price weighted at 90 points and delivery weighted at 10 points, with all bids required to remain valid for a minimum of 60 calendar days after the bid due date.
Qualified bidders, including Kentucky Correctional Industries and Kentucky Industries for the Blind, receive preference points equal to 15-20 percent of maximum available points, and Kentucky resident bidders benefit from reciprocal preference provisions under state law. All proposed equipment must be new, current production models with manufacturer specifications, and pricing must exclude federal excise tax and Kentucky sales or use tax, quoted on an F.O.B. Destination Freight Prepaid and Allowed basis with vendors responsible for all shipping costs. Pre-award requirements include Kentucky tax registration, secretary of state certificate of authority for foreign entities, required affidavits certifying statutory compliance and business qualifications, and compliance with Equal Employment Opportunity requirements if applicable. No incumbent vendor or budget range is identified in the solicitation documents; however, the Commonwealth reserves the right to cancel the RFB if responsive bids exceed available funding, and any resulting contract is subject to termination with 30 days' notice. Bidders must complete all face-of-solicitation requirements, acknowledge receipt of Attachment A containing complete specifications and terms and conditions, and submit their responses electronically through the Kentucky Vendor Self Service portal.
