About this opportunity

The Kansas Department of Administration, Office of Procurement and Contracts, is requesting quotes for labor-only hydronic pipe replacement services at Winfield Correctional Facility in Crawford County, with bids due September 23, 2026, and a mandatory pre-bid site visit on September 9, 2026, at 10:00 a.m. at the facility (1806 PineCrest Circle, Winfield, Kansas).

The scope is removal and replacement of hydronic piping serving one floor of the Birch Building. The contractor provides all labor, supervision, tools, and equipment; removes existing piping; installs facility-provided Type A PEX piping and associated components; coordinates with facility staff; conducts system testing; and corrects any installation deficiencies. Bidders must submit a lump-sum labor-only price, estimated project duration, proposed start date, and any exclusions or assumptions. The completion delivery date is September 28, 2026.

Bidders may claim Disabled Veteran Owned Business, Certified Business, or State Use Purchases preferences if documentation is included. Bidders must hold a current Tax Clearance Certificate from the Kansas Department of Revenue, complete Immigration Reform and Control Act certification (I-9 form), submit Boycott of Israel and Sexual Harassment policy acknowledgment forms, and provide bidder registration and signature sheet. No monetary bid guarantee is required. The project is tax-exempt; a tax exemption certificate will be provided at award.

Failure to attend the mandatory pre-bid site visit results in automatic bid rejection. Written questions must be submitted to Ashley N. Evans (ashley.n.evans@ks.gov, 785/296-8107) by September 17, 2026, close of business. Bids must be submitted in hard copy format; faxed responses are not acceptable for bids exceeding $25,000. Bid results will be publicly read via teleconference at 2:30 p.m. CST on the closing date. The contract is governed by Kansas law and includes standard state clauses on anti-discrimination, termination due to lack of appropriation, insurance, and prohibition on use of funds for lobbying.
