About this opportunity

The Texas Parks and Wildlife Department is requesting bids on one Hydraulic Oyster Patent Tong System and one Hydraulic Power Unit (HPU) under IFB, with bids due August 27, 2026 at 2:00 p.m. Central Time. The solicitation is advertised as proprietary specifications under Texas Government Code Section 2155.067; competing vendors who believe they can satisfy the specifications must respond and explain how their product adequately meets the requirements.

The tongs must be fabricated from heavy-duty carbon steel with powder-coat finish, generate sufficient power output to vertically displace approximately 300 pounds of sampling equipment and payload, weigh no more than 500 pounds combined, and establish an exact sampling area of 0.25 square meters. The HPU must feature a fixed displacement pump rated for 8 gallons per minute at 1,200 PSI with electric start ignition, return line filtration, high-pressure safety bypass valve, and dimensions not exceeding 45 inches by 30 inches with a maximum weight of 300 pounds. All components must be fully tested and operational prior to delivery with factory-adjusted pressure settings.

Award will be based on best value criteria including lowest price, ability and qualifications, delivery schedule, past performance, life cycle costs, and installation costs. TPWD reserves the right to award on the basis of low line-item bid, low total of line items, or any combination serving the state's best interest. Unit prices must be quoted F.O.B. destination with all shipping, handling, fuel surcharges, tariffs, and delivery fees included. Delivery is required to the Dickinson Marine Lab with one week advance notice. Vendor engineering oversight is required to supervise installation by TPWD personnel, though vendor installation labor is not required. The contract commences upon issuance and automatically expires upon agreed delivery and final acceptance, with potential extension for up to 12 months. Bids are binding for 60 business days from the due date. If no delivery time is stated, the respondent must deliver within 14 calendar days. Bids may be submitted via email, mail, or hand delivery to Carla Roberts at TPWD's Coastal Fisheries office in Dickinson, Texas. Payment will be made within 30 days of invoice receipt or goods acceptance through state warrants issued by the Comptroller of Public Accounts.
